Responsibilities

The incumbent of this position is responsible for the analyzing and evaluating the financial activities necessary to properly execute the organization's budget and achieve management goals and objectives under the general direction of a manager, project/program manager, team leader, or more experienced professional. Acts as an individual contributor and/or member of a team for projects/programs within a defined area of responsibility.

The incumbent will prepare reports on account balances and the status of funds; monitor the execution of the operating budget; perform other work involving managerial or administrative work in connection with accounting systems; analytical, forecasting and interpretive functions associated with the management and control or resources or funds; tracking and control of funds for special programs; and analytical or program work pertaining to payroll systems.

Typical duties include:
  • Within authority delegated by the staff manager, certifies availability and correctness of funds on various financial documents. Maintains cognizance of funding balances and appropriations law regulations to ensure proper certification.in made in accordance with the Anti-Deficiency Act regulations. Ensure that financial requirements, policies, and procedures in documenting funds reservations, obligations, payments, reimbursements and collections are within regulation.
  • Monitors the use and rate of expenditure of budgeted funds through continuing dialogue with program offices, review of written documents, and examination of accounting records. Prepares and maintains financial plans and records for assigned program.
  • Responsible for the collection of information, it analysis, and the preparation of reports and/or evaluations to support recommendations for management decisions. These analyses, report, and evaluation generally focus on the identification of resource requirements or other management issues related to the operations appropriation generally, and specifically to the Reception and Representation Fund.
  • Coordinates financial transactions involving the Reception and Representation (R&R) with the appropriate program and accounting offices. Evaluates requests for R&R funds to ensure that proposed use of the funds conform to the provisions of DOT and FAA orders.
  • Coordinates financial transactions in involving the international Reimbursable Program with appropriate program and accounting offices. Checks draft agreements to ensure that the financial provision of international agreement conform to agency approved languages.
  • Prepares documentation, reports, and/or present briefings in his/her area of responsibility. As required presents this information during internal and external meetings.

Contacts are primarily internal to the organizational unit, major subdivision, or LOB/SO with a manager and other employees to share information, provide data and/or written analyses, and/or explain the statuses of assignments. May have frequent contact with customers and other external parties on routing matters to gathering information, explaining regulation, and discuss the customers concerns.

Established policies/procedures provide guidance for most assignments, but allow some discretion for employee to select the most appropriate approach (es). Receives guidance on selecting approaches from a manager or more experienced professional. Refer problems and work issue to a manager or more experienced professional when guideline are not available or applicable.

Occasional travel - The job may require travel from time- to-time, but not on a regular basis. The travel may be for training or other work-related duties.

Qualifications

Candidates must have one year (52 weeks) of SPECIALIZED EXPERIENCE equivalent to at least the next lower grade level (FV-F or FG/GS-5/9) that is typically related to the line of work of the position to be filled and which has equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position. To be creditable, specialized experience must have been at least equivalent to the next lower level in the normal line of progression for the occupation in the organization.

Specialized experience is defined as:
  • Experience identifying, analyzing, and resolving budgetary problems; gathering financial data from various sources; and preparing financial reports

Education

Education: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M. in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: HR Management, Public Administration, Business Administration, and Management.

Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.
