The incumbent applies experience and comprehensive knowledge of engineer ing practices. principle s. theories. co ncept s. methods, and techn iques toserve as a general e ngineer for highly complex and challenging sustainment programs. May act as a principle technical specia list.

The incumbent of this position is a General Engineer responsible for applying experience with and comprehensive knowledge of several engineering disc iplines such as Elect rical, Electronic , Systems, Industrial, Mechanical and/or Aerospace to serve as either the Project or Implementation Lead for major Federal Aviation Administration (FAA) large-scale infrastructure programs that transform, modernize , and sustain the National Airspace System (NAS).

The incumbent wiII be responsible for the research, development, acquis ition, and implement ationof either satellite­ based navig ation, ground-based NavAids or visual/ lighting systems. These navigation systems are required for establishing and maintaining safe, efficient, and cost-e ffective operations in the National Airspace System. The incumbent will conduct complex independent and inter-dependent engineering studies (i.e. , feasibility, life-cycle costing, efficiency, risk analysis, cost benefit, and other engineering economic studies.), and brief upper management on a regular basis. The incumbent will coordinate implement ation activities with multi-disciplinary, cross-functional teams consisting of representatives from the Airports and Air Traffic Linesof Business at Headqua rters, Service Areas and Regional Offices, and local airport management organizations. Defines, organizes, and assigns resources to accomplish organizational objectives. Allocates resources to accomplish large work activities within established schedules.

Provides guidance and instructions in the design, development, and delivery of navigation systems as well as monitor the performance of contracts and provide technical advice to the contracting officer and provide status to upper management. Additionally, the incumbent will assess progress, track accomplishmen ts, provide guidance, address issues, make necessary adjustments and provide reports on the status of the entire effort.

Using comprehensive knowledge of Acquisition Management System policies and processes, the incumbent evaluates the preparation and implementation of an Acquisition Strategy with an on-going risk/opportunity management process. The incumbent formulates an Acquisition Strategy that includes a comprehensive contracting approach that incorporates risk mitigation strategie s. The inc umbent applies experience using automated tracking systems such to apply and track the program according to FAA policy for financial plann ing, programming, budget development and execution.

Although the incumbent uses broad policies and objectives, the incumbent develops new and innovative approaches as necessary. The incum bent develops plans, techniques and policies to address current or anticipated problem s and issues. The incumbent resolves all, but unique, technical problems without the intervention of a more experienced engineer or manager. The Team Manager rarely reviews work at completion , through status report, for technical compliance and alignments with the requirements of projects and/or other work activities. The incum bent provides mentorship and training to other team members at the same leve l or below.

Qualifications

Candidates must have one year (52 weeks) of SPECIALIZED EXPERIENCE equivalent to at least the next lower grade level (FV-I or FG/GS-13) that is typically related to the line of work of the position to be filled and which has equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position. To be creditable, specialized experience must have been at least equivalent to the next lower level in the normal line of progression for the occupation in the organization.

SPECIALIZED EXPERIENCE:

Specialized experience for this position includes, but is not limited to: Experience with navigation subsystems, as related to the National Airspace System (NAS), specifically navigation subsystems.

Foreign education must be evaluated by a private professional organization specializing in interpretation of foreign education credentials or an accredited U.S. educational institution in terms of equivalence to a degree acquired at an American college or university. A. Degree: Engineering. To be acceptable, the program must: (1) lead to a bachelor's degree in a school of engineering with at least one program accredited by ABET; or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics.

OR

B. Combination of education and experience -- college-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. The adequacy of such background must be demonstrated by one of the following: 1. Professional registration or licensure -- Current registration as an Engineer Intern (EI), Engineer in Training (EIT)1, or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico. Absent other means of qualifying under this standard, those applicants who achieved such registration by means other than written test (e.g., State grandfather or eminence provisions) are eligible only for positions that are within or closely related to the specialty field of their registration. For example, an applicant who attains registration through a State Board's eminence provision as a manufacturing engineer typically would be rated eligible only for manufacturing engineering positions.

2. Written Test -- Evidence of having successfully passed the Fundamentals of Engineering (FE)2 examination or any other written test required for professional

registration by an engineering licensure board in the various States, the District of Columbia, Guam, and Puerto Rico.

3. Specified academic courses -- Successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and that included the courses specified in the basic requirements under paragraph A. The courses must be fully acceptable toward meeting the requirements of an engineering program as described in paragraph A.

4. Related curriculum -- Successful completion of a curriculum leading to a bachelor's degree in an appropriate scientific field, e.g., engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a bachelor's degree in engineering, provided the applicant has had at least 1 year of professional engineering experience acquired under professional engineering supervision and guidance. Ordinarily there should be either an established plan of intensive training to develop professional engineering competence, or several years of prior professional engineering-type experience, e.g., in interdisciplinary positions. (The above examples of related curricula are not all-inclusive.)
