As a Supervisory IT Specialist (Chief Information Officer) GS-2210-15~ , your typical work assignments may include the following:
  • Serving as the agency's expert on oversight of national programs with precedent-setting issues. Providing high level technical advice and counsel to top management and other key officials on information technology (IT) matters.
  • Directing all design and management activities of information technology systems developed to support the Division's mission.
  • Counseling and advises employees on work and administrative matters and hears and resolves complaints and grievances. Making decisions on training needs and requests related to employees.
  • Exercising authority for the full range of personnel actions and making decisions on work problems presented by subordinate supervisor(s) and staff.
  • Formulating and administering control and management processes for information technology (IT) investment decisions, including a process for maximizing the value and managing the risk of IT acquisition and implementation.

Qualifications

To qualify for the position of Supervisory IT Specialist (Chief Information Officer) at (GS-2210-15), you must meet the basic qualification requirements listed below AND possess the required specialized experience specific to this series and grade.
If you are a current government employee on a permanent appointment in the competitive service, you will need to demonstrate 1-year (52-weeks) at the next lower grade level, to meet the time-in-grade requirements for this occupational series and grade.

For all 2210 positions, individuals must demonstrate they have experience in each of the four competencies listed below: Experience must be IT related; the experience may be demonstrated by paid or unpaid experience and/or completion of specific, intensive training (for example, IT certification), as appropriate. Attention to Detail - Is thorough when performing work and conscientious about attending to detail. Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. -AND

One year of specialized experience equivalent to the GS-14 or higher grade level in the Federal service or equivalent experience in the private sector, which demonstrates the knowledge, skills and abilities necessary to perform the duties of the position. Examples of specialized experience includes:
  • Experience serving as a supervisor, overseeing information technology operations;
  • Collaborating and coordinating with internal and external groups to ensure effective understanding of customer requirements and design and delivery of IT services;
  • Conducting capital planning, analyzing, evaluating and presenting IT investment options, directing the design and implementation of information technology and network systems; and
  • Providing oversight and guidance for effective IT security.
