Summary

This position is in the Federal Highway Administration's (FHWA's) Office of Safety Research and Development (HRDS) at the Turner Fairbank Highway Research Center (TFHRC). The HRDS mission is to reduce highway crashes and related fatalities and injuries by developing and implementing a program of nationally coordinated research and technology safety innovations.

Responsibilities

As a Research Psychologist, you will:
  • Be principal investigator for in-house staff research studies.
  • Be principal investigator and/or task manager on Connected and Automated Vehicles-related Human Factors studies.
  • Serve as a source of technical information, and assistance for professionals, such as research project managers, contractors, State representatives, university professors, and traffic/design engineers, for guidance and help in solving research and related operational problems in the area of human factors in highway safety.
  • Be responsible for interpreting research results and ensuring that findings are applied according to FHWA Policy.
  • Perform transportation research by planning, conducting, and scientifically documenting the research findings with little guidance from the Team Leader.

The ideal candidate for this position is a Mid-level to Senior-level Research Psychologist or Human Factors Professional with experience researching, managing, and providing advice in the area of Human Factors as they relate to highway safety.

CONDITIONS OF EMPLOYMENT:
  • SELECTIVE SERVICE: Males born after 12/31/1959 must be registered for the Selective Service.

  • TIME-IN-GRADE: - Federal applicants must have served 52 weeks at the next lower grade to satisfy time-in-grade restrictions contained in 5 CFR 300, Subpart F.
  • GOVERNMENT TRAVEL CARD: This position involves travel. A government contractor-issued travel card will be issued and must be retained for official business only.


Qualifications

To meet the minimum qualifications for this position, you must meet either the education and specialized experience requirements.

To qualify for the GS-13, you must have at least one year of experience equal or equivalent to the GS-12, it must include:
  • Experience in research related to Human Factors of highway safety particularly with driving simulation or instrumented vehicle field research.
  • Experience in managing human factors research studies.

To qualify for the GS-14, you must have at least one year of experience equal or equivalent to the GS-13, it must include:
  • Experience in research related to Human Factors of highway safety particularly with driving simulation or instrumented vehicle field research.
  • Experience in managing human factors research studies.
  • Experience providing advice and/or technical assistance to State, local or Federal practitioners or to the private sector on highway safety or highway operations safety research results.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Education

Degree: major or equivalent in psychology for all specializations except clinical psychology and counseling psychology. These two specializations have additional educational requirements, as stated below:
  • Clinical psychology: For positions at grades GS-11 and above, satisfactory completion of all the requirements for the doctoral degree (Ph.D. or equivalent) directly related to full professional work in clinical psychology is required.
  • Counseling psychology: For positions at grades GS-9 and above, satisfactory completion of 2 full academic years of graduate study directly related to professional work in counseling psychology, or satisfactory completion in an accredited educational institution of all the requirements for a master's degree directly related to counseling psychology is required.
