These positions are located at the Office of Construction & Facilities Management, Office of Resource Management, Financial Management Service. Two positions will be in Washington, DC, and one position will be in Gurnee, IL.

Responsibilities

The incumbent carries out responsibilities for the budget execution, budget formulation, and the administrative management of General Administration and Major Construction funds. The employee formulates fiscal year budgetary needs for the Departmental budget these appropriation needs and compiles budget requests, including presentations and special briefings to be given to the Secretary, the Office of Management and Budget (OMB) and Congressional committees.

Consolidates budgetary needs and develops related supporting documentation and assists in the development of operating plans with fiscal year funding goals and objectives. Compiles data to formulate range forecasts for funding needs and develops data on economic trends, assumptions and guidance provided by OMB, CFM program initiatives and submissions (developed with the input of the division chiefs and VISN and Departmental executives nationwide).

Monitors the execution (i.e., obligation and expenditure of funds) of the approved operating plan to ensure that funds are properly allocated and tracks obligations, expenditures, and associated balances in a timely and effective manner in support of authorized management objectives and provides reports and analysis of obligations, expenditures, carry-over and other fiscal data.

Work schedule: Required to work Monday through Friday, 8:00 am to 4:30 pm.

The full performance level of this position is GS-13. At the GS-12 level, you will perform similar duties but under closer supervision.
Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level.

Qualifications

To qualify for this position, applicants must meet all specialized experience and time in grade requirements within 45 days of the closing date of this announcement, 10/14/2019.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements within 45 days of the closing date of this announcement. For a GS-12 position you must have served 52 weeks at the GS-11. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If your most recent non-award SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one year time-in-grade, as required by the announcement. In this instance, you must provide an additional non-award SF-50 that clearly demonstrates one year time-in-grade.
Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.

You may qualify based on your experience, as described below:
  • Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade, GS-11, in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: specialized procedures and requirements for formulation, justification and execution of those funds; expert knowledge of the funding processes from formulation through execution for Congressionally appropriated funding; experience with Federal budget processes; experience identifying and analyzing relationships within a budget for the development of annual programming operating plans and the formulation of multi-year out-budget plans and forecasts; experience in regulatory interpretation of complex legislative, policy and regulatory language providing guidance to others on budgetary restrictions and alternatives; experience using forecasting methodologies sufficient to develop long-range plans and to predict out-year obligations and outlays; and experience using financial management systems and other software applications for spreadsheets, word processing, and database management for forecasting and identifying discrepancies.

Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.

Physical Requirements: The work is primarily sedentary, in an office setting.
