Summary

This position is located in the Office of Human Resources Management of the Federal Motor Carrier Safety Administration. You will serve as a Lead Human Resources Specialist and organizationally as a Team Leader who leads 3 or more team members in the performance of work and support of Human Resources goals and objectives.

Responsibilities

The Lead Human Resources Specialist:
  • Serves as a Team Leader by communicating the organizational strategic plan, mission, vision, and integrating into the Team's HR strategies.
  • Coordinates the Team's initiative and consensus among the Team; monitors and provides information to the supervisor on the performance of the team members
  • is responsible for a variety of programs and projects relating to HR data and service quality initiatives, position classification management, compensation, staffing, recruitment and diversity policies and programs.
  • Leads and supports the Agency's bi-annual Academy recruitment and hiring. Develops, coordinates, and issues approved requirements, procedures, plans and polices for FMCSA wide implementation.
  • Serves as an advisor to HR staff and program managers. Develops appropriate interventions for management on significant HR issues and concerns.
  • Interprets complex legislative, regulatory, and policy guidance to prepare recommendations to leadership.

The ideal candidate will be skilled in applying a range of HR concepts, laws, policies, principles and practices in order to provide expertise in critical thinking, planning and coordinating plans in the areas of classification, recruitment and placement.

CONDITIONS OF EMPLOYMENT:
  • SELECTIVE SERVICE: Males born after 12/31/1959 must be registered for the Selective Service.
  • PROBATIONARY PERIOD: You must complete a one-year probationary period (unless already completed).
  • TIME-IN-GRADE: Federal applicants must have served 52 weeks at the next lower grade to satisfy time-in-grade restrictions contained in 5 CFR 300, Subpart F.


Qualifications

To meet the minimum qualifications for this position, you must meet the specialized experience requirements for the grade at which you are requesting consideration.

To qualify for the Grade 13, you must have at least one year of experience equal or equivalent to the GS-12, it must include:
  • Experience applying office, agency, or government-wide programs to develop recommendations for new or substantially modified approaches to execute these programs.
  • Experience providing HR advisory services and developing local policies, procedures and operating methods.


To qualify for the Grade 14, you must have at least one year of experience equal or equivalent to the GS-13, it must include:
  • Experience applying advanced staffing and placement concepts and practices, as well as seasoned consultative skills.
  • Experience analyzing proposed HR regulatory and policy changes and preparing written recommendations in order to present office/Department's position.
  • Experience using HR automated systems to query and retrieve information.

Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.
