Summary

This position is located in the Pension Benefit Guaranty Corporation's (PBGC), Standard Termination and Compliance Division (STCD).

Responsibilities

  • Assist with conducting audits of defined benefit plans, examine financial documents for compliance with laws and regulations including IRS Code.
  • Apply basic auditing techniques to task of applying plan provisions to determine benefit entitlements and compute and value participant's accrued benefits.
  • Prepare written reports and presentations involved in the process of pension plan terminations.
  • Obtain and examine financial data in the preparation of written reports and presentations involved in the process of pension plan terminations.
  • Routinely demonstrate skill in making clear, concise, and effective oral and written communication involving the completion of specific audit assignments.
  • Determine if assets are sufficient to cover plan liabilities and benefit obligations and to detect any fraudulent behavior.

BASIC QUALIFICATIONS REQUIREMENTS: In order to be considered qualified for this position you must meet one of the following qualifications requirements (education, experience, or a combination of education and experience):

GS-05: Specialized experience is defined as one year of experience at the GS-04 grade level in the Federal service or equivalent to the GS-04 grade level in the private sector reviewing electronic and hard-copy financial quantitative and qualitative data for accuracy. Examples may include: performing mathematical calculations to verify figures, developing Excel spreadsheets to present data, and assisting in creating narrative reports of financial data.

GS-07: Specialized experience is defined as one year of experience at the GS-05 grade level in the Federal service or equivalent to the GS-05 grade level in the private sector applying analytical and investigative techniques to analyze, interpret and evaluate data for compliance; and during the audit and reconciliation of accounts. Examples may include: evaluating bank statements or other source documents in determining solvency and compliance with legal regulations, examining expense reports for compliance with policies, and applying procedures, regulations, legal precedents, rulings and court decisions.

SUBSTIUTION FOR EDUCATION FOR SPECIALIZED EXPERIENCE:

For the GS-05: Meeting the basic education requirement for this series qualifies candidates at the GS-05 grade level . (see education requirement below)

For the GS-07: One full year academic year of progressively higher level graduate education with major study in accounting, auditing, or related discipline, or superior academic achievement (SAA), may be substituted to meet the specialized experience requirement.

COMBINATION OF EDUCATION AND EXPERIENCE: Equivalent combinations of the education and experience above may be combined to meet the total qualification requirements.


Education

Basic Requirements

A. Degree: accounting or a degree in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law. (The term "accounting" means "accounting and/or auditing" in this standard. Similarly, "accountant" should be interpreted, generally, as "accountant and/or auditor.")

OR

B. Combination of education and experience: at least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge. The applicant's background must also include one of the following:
  • Twenty-four semester hours in accounting or auditing courses of appropriate type and quality. This can include up to 6 hours of business law;
  • A certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination; or
  • Completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g., 15 semester hours, but that does not fully satisfy the 24-semester-hour requirement of paragraph A, provided that (a) the applicant has successfully worked at the full-performance level in accounting, auditing, or a related field, e.g., valuation engineering or financial institution examining; (b) a panel of at least two higher level professional accountants or auditors has determined that the applicant has demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course of study described in paragraph A; and (c) except for literal nonconformance to the requirement of 24 semester hours in accounting, the applicant's education, training, and experience fully meet the specified requirements.
  • Education must be accredited by an accrediting institution recognized by the U.S. Department of Education in order for it to be credited towards qualifications. Therefore, provide only the attendance and/or degrees from schools accredited by accrediting institutions recognized by the U.S. Department of Education.

Referral: You will be assigned to one of three quality groups. Each group represents a quality level (i.e., Best Qualified, Qualified, Minimally Qualified).
