Responsibilities

  • Works on policy, rulemaking, and legal issues of extreme complexity. These matters often require balancing conflicting interests and can affect major private and public interests.
  • Acts as primary legal counsel on projects, cases, and rulemakings.
  • Performs research, analyzes legal and policy issues reviews policies and procedures, and prepares memorandums, reports, and decision documents concerning matters before the Bureau.
  • Reviews proposed legislation, changes in regulations, questions of law, administrative policy, staff reports, and other Commission relevant documents and develop independent, objective comments, critiques and recommendations.
  • Keeps abreast of legal developments affecting mobile radio services by reviewing court and Commission decisions, congressional actions, professional publications, and trade press; researches legislation, decisions, opinion and regulations.
  • Participates in meetings and conferences within and outside the agency on technical matters regarding mobile radio services.
  • Reviews rulemaking and orders originated by other Bureaus and Offices to ensure that mobile radio services issues are considered.
  • Reviews resolutions of licensing and re-licensing matters to ensure they are legally and factually adequate, complete, comprehensive, internally consistent and in conformance with existing policy and precedent.

Qualifications

Applicants must meet eligibility and qualification requirements by the closing date of this announcement. Current Federal employees must meet time-in-grade requirements by the closing date of this announcement. Professional Law Experience is the experience that has equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position to be filled. Specialized Experience is an experience which is in or directly related to the line of work of the position to be filled and has equipped the applicant with the knowledge, skills, and abilities to successfully perform the duties of the position. Applicants must have a minimum of one year of specialized experience in or equivalent to the next lower grade level in the Federal service.

GS-14 Professional: Applicant must possess at least three years of professional law experience and at least one year of that experience must be specialized experience at or equivalent to the GS-13 grade level in the Federal Service performing the following specialized experience.

GS-14 SPECIALIZED EXPERIENCE INCLUDES THE FOLLOWING: Conducting legal research on federal statutes, rules, and regulations relating to providers of communications and/or telecommunications services; preparing comprehensive legal documents; analyzing, interpreting, and presenting findings and recommendations on complex legal issues; and interacting with individuals at all levels of authority.

PART-TIME OR UNPAID EXPERIENCE: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Education

You must meet the minimum basic educational requirements for Attorney positions. Education requirements include: a professional law degree JD, LL.B., and/or LL.M.
