Responsibilities

  • Performing the following Special Compartmented Information functions in support of the Secretary, Deputy Secretary, Chief of Staff and Director of Policy and Strategic Initiatives.
  • Managing administrative functions: budget planning/execution; personnel management; purchase of equipment; travel document processing; procurement and contracts; office management procedures, and processing of time critical communications.
  • Performing special assignments as requested by the Chief of Staff. Personally initiates action on key policy issues as the result of information coming from their attention, or in anticipation of needs of the Chief of Staff.

Qualifications

Applicants must demonstrate that they meet the Minimum Qualification requirements as noted below.

Specialized Experience:
GS-14: You qualify for the GS-14 grade level if you possess one year of specialized experience, equivalent to the GS-13 grade level in the Federal government, performing the following duties:
  • Directing the administrative functions to support an organization, including: personnel management; procurement and purchase of equipment (including ADP); travel document processing; bill management; cellphone negotiations, procurement and contracts; advisement on office management and procedures, and processing of time critical classified communications;
  • Performing a full range of organizational management functions, including: acquiring operating, financial, staff, space, equipment and other resources; establishing organization policy and procedures; leadership of internal staff meetings; and coordinating issues internal and external to the organization; and
  • Interpreting and applying pertinent laws, regulations, policies and precedents for the use and handling of classified information.

Time-in-Grade Requirements:
Under competitive merit promotion procedures, any individual who is currently holding, or who has held within the previous 52 weeks, a General Schedule position under a non-temporary appointment in the competitive or excepted service, must meet "time-in-grade" requirements (have served 52 weeks at the next lower grade of the grade for which you are applying). Time-In-Grade requirements also apply to current employees applying for a Veterans Employment Opportunities Act of 1998 (VEOA) appointment.

NOTE: All current or former Federal employees must provide a copy of their SF-50 (you may need to submit more than one), "Notice of Personnel Action" that indicates proof of status and time-in-grade eligibility. The SF-50 must include your position, title, series, grade, step, tenure (1 or 2), and type of service (Competitive or Excepted).

NOTE: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Promotion Potential: This position is at the full performance level.

This is a supervisory position. Under provisions of the Civil Service Reform Act, first time supervisors and/or managers will be required to serve a 1-year probationary period. You may also be required to complete an appropriate supervisory training course within one year of assignment to this position.

Background Investigation: To ensure the accomplishment of its mission, the Department of Commerce requires each and every employee to be reliable and trustworthy. To meet those standards, all selected applicants must undergo and successfully complete a background investigation for TOP SECRET clearance as a condition of placement in this CRITICAL-SENSITIVE position. This review includes financial issues such as delinquency in the payment of debts, child support and/or tax obligations, as well as certain criminal offenses and illegal use or possession of drugs.

You will be evaluated for this job based on how well you meet the qualifications above.
