COG is an independent, nonprofit association of 24 local governments with a membership of 300 elected officials. COG is supported by financial contributions from its member governments, federal and state grants and contracts, and donations from foundations and the private sector. THE OPPORTUNITY The next Deputy Executive Director for Operations and Programs will have a strategic opportunity to advance COG's Region Forward Vision. By directly supporting the decision making of COG's various committees of elected and appointed officials and ensuring performance excellence within the COG's departments and offices, the Deputy ED for Operations and Programs works to ensure that COG continues to lead as a forum for important conversations, a resource for member governments, and an advocate on the critical issues facing the region. POSITION SUMMARY The Metropolitan Washington Council of Governments is seeking a Deputy Executive Director for Operations and Programs ("Deputy"). This position works in tandem with the Executive Director and the Deputy Executive Director for Metropolitan Planning, forming COG's Executive Management Team, to advance COG's Region Forward Vision. The Deputy has primary responsibility for managing COG's operations and assigned programs and coordinates across the agency with the COG Senior Management Team (Department and Office Directors) to facilitate an integrated, agency-wide perspective. The Deputy carries out special assignments on behalf of the Executive Director involving COG's members and external and internal stakeholders. The Deputy frequently represents the Executive Director with COG elected official and senior appointed official members; state and federal agencies; and the business, non-profit, and philanthropic communities. The Deputy has overall executive leadership and oversight responsibility for COG's Department of Environmental Programs, Department of Homeland Security and Public Safety, the Office of Finance and Accounting, which includes Purchasing and Facilities, and the Office of Information Technology. In addition, the Deputy Executive Director leads cross-cutting teams on programmatic and administrative issues to address COG's top priorities as well as improve COG's performance. Some essential functions of the Deputy Executive Director for Operations and Programs are: Ensuring COG carries out its Region Forward Vision of a prosperous, accessible, livable, and sustainable future for the National Capital Region. Providing oversight and direction for assigned operating offices and program departments. Supporting the Executive Director in identifying top priorities for COG and strategies for their achievement. Supporting the Executive Director with planning meetings of the COG Board of Directors, Chief Administrative Officers Committee, and other committees. Preparing and/or making presentations on behalf of the Executive Director to the Board of Directors; National Capital Region Transportation Planning Board; Metropolitan Washington Air Quality Committee; public, private, and non-profit stakeholders; and forums Assisting with on-boarding new elected official and senior appointed-official members. Developing outstanding relationships with COG members and stakeholders to further their understanding of the value of regionalism and COG's role in supporting advancement of regional goals. Serving as the COG spokesperson, as needed. Carrying out special projects for the Executive Director, such as developing new programs, benchmarking performance, and writing executive memoranda and policy papers, and serving as liaison for program managers for COG's Institute for Regional Excellence. Providing advice and assistance to the Executive Director and Chief Financial Officer with the financial management of COG, including preparing COG's annual work program and budget; representing COG before member governments; and advising and analyzing COG's pension plan, reserve policy, investment policy, and financial management systems. Working closely with COG's general counsel on assigned legal matters to represent the Executive Director and provide confidential advice and counsel on sensitive matters, including legal and human resources matters in coordination with COG's Director of the Office of Human Resources Management. Supervising and preparing annual performance appraisals for assigned staff. QUALIFICATIONS The ideal candidate will possess a Bachelor's and Master's Degree in public administration, business management, urban planning, engineering, or a related field. A minimum of fifteen (15) years of directly related management experience across two or more of COG's programmatic and administrative disciplines in an executive management position in local and/or state government or equivalent is highly desired. Experience in the private or non-profit sectors a plus. The Deputy should be a highly experienced, confident, self-directed leader, manager and strategic thinker. The ideal Deputy possesses the capacity to oversee complex policy and administrative departments/offices and senior staff to maximize overall organizational performance and has proven leadership experience integrating mission, money, and management to achieve long-term strategies. The next leader should have the ability to provide highly reasoned, frank, and confidential advice and counsel to the Executive Director and represent the Executive Director whenever called upon. The ability to lead teams, mentor and train staff, and facilitate meetings, coupled with a strong understanding of human resources management, finance and budgeting, contracting, governance, and other administrative functions is required. Outstanding oral and written communication skills, and the ability to establish effective working relationships across a wide range of individuals and organizations is a must. SALARY The salary range is $166,000 to $200,000. COG offers exceptional benefits. Final salary is negotiable and depends upon education, training, and experience.
