Director of Policy & Research This is a senior level position with a small, influential national policy-based, advocacy organization for Medicare Advantage. The Director of Policy & Research is responsible for monitoring and analyzing regulation and legislation, developing and implementing BMA's research agenda, as well as working with coalition partners to gather information and develop policy positions and recommendations. Experience and expertise in the field are required. Must have the ability to work collaboratively, as well as respond to the dynamic policy environment in Washington, DC Responsibilities: Works closely with President/CEO in the development and articulation of the organization's policy positions Monitors and analyzes federal legislation and regulatory activities Monitors federal policy discussions, events, and written publications of other private, public, or quasi-public health organizations Prepares or oversees the preparation of timely analyses and summaries of key policies Keeps President/CEO and other staff informed and current on above issues and actions Prepares or oversees policy staff and consultants in preparation of written policy documents, including issue papers and issue briefs, the organization's official responses to federal agencies, and other descriptions of policy positions or policy issues Is available to staff to provide policy background and explanation, as well as offer feedback on content and positioning on policy issues Develops and maintains relationships with senior policy staff at related health organizations Identifies research topics, solicits proposals for research and oversees implementation of research projects, including coordination with contractors Stays current on emerging research, policy developments and market trends Participates in senior-level discussion on advocacy strategies with President/CEO, other staff and coalition partners under the guidance of the President/CEO Represents the organization to external stakeholders and policymakers, as appropriate Speaks on behalf of organization at national conferences, as appropriate. Qualifications: 8-10 years of experience on Capitol Hill, or in administrative branch/regulatory agency, trade association, consulting, or health care advocacy, with increasing level of responsibility and authority Ability to manage staff, including junior policy staff, interns and consultants BA/BS required; Master's degree desirable Keen understanding of health policy issues, including federal health policy, legislative and regulatory process, and knowledge of and experience with Medicare Advantage Understanding of, and relationships with, key stakeholders and policymakers Ability to represent BMA at external events, including panel presentations, roundtables and informal gatherings of stakeholders and policymakers Excellent written and oral communication skills Analytical thinker with ability to understand broader policy implications and translate complex issues into simple language Collaborative team player who is a self-starter with the ability to lead initiatives, work independently, set priorities, and complete tasks in timely manner
