Summary

This position is part of the Education Budget, Bureau of Indian Education. As a Budget Analyst you will provide leadership and oversight for budget formulation and execution, accounting and financial reporting and financial controls including reviews of administrative support functions.

Salary range for Albuquerque, NM: $105,302.00 to $161,021.00 Per Year
Salary range for Washington, D.C.: $117,191.00 to $166,500.00 Per Year

Responsibilities

As a Budget Analyst GS-0560-14/15, your typical work assignments may include the following under supervision:
  • Manage Bureau of Indian Education (BIE) financial resources, which includes budget formulation and execution, accounting and financial reporting and management/financial controls.
  • Provide professional and technical leadership on direction on budget, finance and policy to management, demonstrating accountability.
  • Direct and oversee the formulation and execution of the budget, including preparing the budget justification language and supporting data.
  • Oversee all program accounting operations including recording financial transactions, making and receiving payments, reviewing the financial aspects of contracts, preparing reports, analyzing accounting and financial data, researching, completing accounting and financial management problems and providing budget analysis and reports.
  • Performs the full range of supervisory functions including workforce planning, workload analysis, making selections, assigning work, adjust work levels, providing training, conducting performance plans and reviews, hearing and resolving group grievance or serious employee complaints and reviewing/disapproving disciplinary actions.

Qualifications

Applicants must meet the qualification requirements contained in the OPM Standards . For this position, they are listed below.

MINIMUM QUALIFICATIONS:
SPECIALIZED EXPERIENCE: Experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level in the normal line of progression for the occupation in the organization.

FOR THE GS-14 GRADE LEVEL: One year of specialized experience equivalent to at least the GS-13 grade level in providing technical expertise on financial management, fiscal allocation, and budget; analyze complex financial and accounting data and provide appropriate analysis; justify, monitor and execute the budget for an agency; preparing reports, presentation and briefs on budgetary issues and/or budgetary planning; develop procedures related to financial management/budget that are in compliance with Federal accounting standards, Congressional statutory guidelines, Office of Management and Budget's policies and regulations; compiling and communicating financial information with peers and high level government officials; drafting standard operating procedures utilizing budgetary regulations for other program areas within the organization.

FOR THE GS-15 GRADE LEVEL: One year of specialized experience equivalent to at least the GS-14 grade level in providing leadership and oversight for Bureau's financial programs and execution of Budget and Finance; financial planning, policy and decision making; experience in reviewing funding requests; determining availability of funds; applying principles of funds certification to purchase requests; identifying potential budget problem areas and recommend necessary corrective action or preventative measures; provide technical input on financial performance and resource management; developing and implementing standard operating procedures utilizing budgetary regulations for other program areas within the organization.

SELECTIVE PLACEMENT FACTORS FOR ALL GRADE LEVELS: In addition to the specialized experience applicant must possess the additional knowledge, skills, and abilities requirements. Applicants must possess one year of experience at the next lower grade level setting setting up, monitoring and report on the Bureau's Green Book to ensure that the Bureau runs its operations efficiently and effectively, and reports reliable information about its operations, and complies with applicable laws and regulations.

AND

Applicants must possess one year of experience at the next lower grade level conducting budget formulation for a multi-faceted organization/Bureau and has worked with multiple program functions on setting up, monitoring and tracking the yearly budget expenditures.

Time-In-Grade Requirements: Merit Promotion (status) candidates must have completed one year (52 weeks) of service at the next lower grade level.
