The position is located at the VA Medical Center (VAMC) in Salem, Virginia, Facility Management Service, Maintenance/Operations (M/0) Division, and is responsible for supervision of the Boiler Plant Section. Incumbent's primary duty is to supervise the safe, reliable and efficient operation of Salem VAMC's around-the-clock centralized boiler plant.

Responsibilities

  • Incumbent's primary duty is to supervise the safe, reliable and efficient operation of Salem VAMC's around-the-clock centralized boiler plant;
  • The incumbent is responsible for and supervises Boiler Plant Operators, and oversees the safe, effective, efficient and acceptable maintenance, operation and repair of equipment;
  • The incumbent plans and schedules the work of subordinate employees;
  • Incumbent will ensure all maintenance and operations of the Boiler Plant is accomplished, including scheduling required safety and environmental inspections, maintaining all inspection and compliance records, and ensuring hourly, weekly and monthly logs are kept;
  • Must plan and schedule all job assignments;
  • The incumbent provides input to management regarding staffing needs, budget requests, and recommendations for planning and scheduling projected work;
  • The incumbent must possess the skills and knowledge to supervise, plan, direct and administer all aspects of Boiler Plant Operations and Maintenance;
  • The incumbent coordinates the boiler plant and other shops, sections, and outside contractors to ensure that all labor, tools, supplies and equipment are adequate to complete projects within the planned time frame and determines the number of assignments to be done concurrently or which must be rescheduled for completion at a later time;
  • Incumbent serves as the subject matter expert on boiler plant operations and must have a thorough knowledge of boiler plant equipment maintenance and operations, including but not limited to deareators, feed water pumps, boiler management systems, industrial water treatment, water softeners, motor controllers, burners, condensate return systems, automatic valves, hydrostatic testing, fuels and fuels storage, boiler safety component circuits and fuel train devices, and safety and operational testing frequencies,
  • Instruct boiler plant personnel in proper operations and maintenance of all components within the Boiler Plant area.
  • Ability to successfully operate the Boiler Plant if required due to emergency or staffing issues;
  • The incumbent receives very general work direction from the GS-12 Maintenance & Operations Manager, and work product is periodically reviewed for sufficiency and accuracy;
  • The supervisor makes routine decisions regarding the execution of policy which has been established by Higher level management (i.e., the Maintenance and Operations Manager);
  • All other duties and tasks as assigned.

Work Schedule: Monday thru Friday 7:45 am to 4:30 pm

Evidence which demonstrates you possess the knowledge, skills, and ability to perform the duties of this position must be supported by detailed descriptions of such on your resume. Applicants will be rated in accordance with the OPM Federal Wage System Qualification Standards .

SCREEN-OUT ELEMENT: Your qualifications will first be evaluated against the prescribed screen out element, which usually appears as question 1 in the on-line questionnaire. Those applicants who appear to possess at least the minimal acceptable qualification requirement are considered for further rating; those who do not are rated ineligible and are eliminated. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.

Physical Requirements/Working Conditions: The incumbent may be required to operate heavy duty equipment, including standing,climbing ladders and kneeling while performing or inspecting boiler internal and external surfaces. The incumbent must be capable of lifting up to 50 pounds.

Receiving Service Credit or Earning Annual (Vacation) Leave: Federal Employees earn annual leave at a rate (4, 6 or 8 hours per pay period) which is based on the number of years they have served as a Federal employee.
