Responsibilities

  • You will with close supervision serve as civil engineer providing design and other technical support for NAVFAV MIDLANT and the commands served.
  • You will with close supervision prepares studies, designs, plans, specification and cost estimates for a wide range of shore facility projects (new and existing).
  • You will with close supervision prepare preliminary and final engineering documents to State and Federal regulatory agencies, determine final project requirements, ensure all statutory regulations and requirements are met and permits are acquired.
  • You will with close supervison monitors progress on projects and work with supervisor to ensure the work is within budget and completed within the execution schedule.
  • You will with close supervision makes field visits to activities and jobsites to evaluate and investigate problems and work with supervisor to develop solutions.

  • Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.
  • You will be required to complete training, obtain, and maintain a government credit card for travel and travel-related purchases.


Qualifications

For the GS-11 Level: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience demonstrates the following: 1) Preparing civil engineering studies, designs, plans, specifications and cost estimates for projects such as site grading and layout, stormwater conveyance and management; street, parking and highways; warehousing facilities, water, wastewater and oily waste conveyance and treatment systems. 2) Preparing engineering documents such as study reports, funding documents, fee estimates, requests for proposals for design-build projects, specifications and cost estimates. 3) Checking contractor material, submittals, shop drawing and schedules for conformance to shop drawings and specifications.

For the GS-09 Level: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-07 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience demonstrates the following: 1) Assisting in the preparation of civil engineering studies, designs, plans, specifications and cost estimates for projects such as site grading and layout, stormwater conveyance and management; street, parking and highways; warehousing facilities, water, wastewater and oily waste conveyance and treatment systems. 2) Assisting in the preparation of civil engineering documents such as study reports, funding documents, fee estimates, requests for proposals for design-build projects, specifications and cost estimates.

Education

Applicants must meet the following positive education qualifications requirements of the Office of Personnel Management (OPM) Qualifications Standards Manual: Applicants must possess:

Successful completion of a professional engineering degree. To be acceptable, the program must: (1) lead to a bachelor's degree (or higher) in a school of engineering with at least one program accredited by the Accreditation Board for Engineering and Technology (ABET) ; or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work of the position.

OR

Current registration as an Engineer Intern (EI), Engineer in Training (EIT), or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico. Evidence of having successfully passed the Fundamentals of Engineering (FE) examination or any other written test required for professional registration by an engineering licensure board in the various States, the District of Columbia, Guam, and Puerto Rico The FE examination is not administered by the U. Successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and in engineering that included the courses specified in the basic requirements under paragraph A (above). The courses must be fully acceptable toward meeting the requirements of an engineering program as described in paragraph A (above)

OR

Successful completion of a curriculum leading to a bachelor's degree in an appropriate scientific field, e.g., engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a bachelor's degree in engineering, provided the applicant has had at least one year of professional engineering experience acquired under professional engineering supervision and guidance. Ordinarily, there should be either an established plan of intensive training to develop professional engineering competence, or several years of prior professional engineering-type experience, e.g., in interdisciplinary positions.

YOU MUST SUBMIT A COMPLETE COPY OF YOUR TRANSCRIPTS OR AN ITEMIZED LIST OF COLLEGE COURSES WHICH INCLUDES EQUIVALENT INFORMATION FROM THE TRANSCRIPT (course title, semester/quarter hours, and grade/degree earned); OR PROOF OF LICENSES AND REGISTRATIONS; OR EXAMINATION RESULTS.

You may substitute graduate education providing the knowledge, skills and abilities to perform the duties of the position for specialized experience to qualify at the GS-11 level as follows:

Successful completion of a Ph.D. or equivalent doctoral degree; OR Successful completion three full years of progressively higher level graduate education leading to a Ph.D. or equivalent degree; ORA combination of experience and education as described above that equates to one year of experience. The percentage of the required education plus the percentage of the required experience equal one hundred percent.

You may substitute the following education for specialized experience to qualify at the GS-09 level:

Successfully complete a 5 year program of study of at least 160 semester hours leading to a bachelor's degree in engineering and have one year of appropriate professional experience that required and was characterized by 1) professional knowledge of engineering, 2) professional ability to apply such knowledge to engineering problems, and 3) positive and continuing development of professional knowledge and ability; OR Successfully complete a bachelor's degree in an engineering with superior academic achievement and have one year of professional engineering experience that required and was characterized by 1) professional knowledge of engineering, 2) professional ability to apply such knowledge to engineering problems, and 3) positive and continuing development of professional knowledge and ability; OR Successfully complete a master's or equivalent graduate degree; OR two full years of progressively higher graduate level education leading to a masters degree providing the knowledge, skills and abilities to perform the work of the position; OR Have a combination of experience and education as described above that equates to one year of experience. The percentage of the required education plus the percentage of the required experience must equal one hundred percent.

Physical Demands

Occasional physical activity is required including walking, climbing or bending in the performance of field work, for designs and during field inspections of existing and/or new facilities during design and construction.

Work Environment

Work is performed primarly in an office setting. Travel to CONUS and OCONUS activities for assigned projects is required. There are occasional site visits, and exposure to conditions in buildings and facilities that are under construction. Travel under demanding conditions in support of military operations is also occasionally required. Percentage of travel is 15%.
