This position is for the Deputy Chief of the Judges Compensation and Retirement Division. This Division is responsible for the monthly payroll, benefit elections, retirement processing and management, and death claim processing for all active Federal judges, retired judges, and survivor annuitants. All of these functions require in-depth advisory services to high level officials. Responsibilities

This Division is responsible for the monthly payroll, benefit elections, retirement processing and management, and death claim processing for all active Federal judges, retired judges, and survivor annuitants. All of these functions require in-depth advisory services to high level officials. This position will provide oversight for the Judges Personnel and Payroll Advisory Services Team and the Judges Retirement and Advisory Services Team. The incumbent must have a proven record of successfully leading a team or teams of professionals and familiarity with human resource functions and processes.

Serving as a point of contact and providing advisory services and guidance on judges' pay and benefits from time of nomination, through appointment, active status, retirement, and survivor benefits as applicable. Benefits include federal employees' health and life insurance benefits, the Thrift Savings Plan, as well as retirement systems unique to federal judges and their survivors which are administered directly by the Judges Compensation and Retirement Division (JCRD). Information is provided one-on-one with judges, their spouses, and survivors in individual consultations, correspondence and written materials, and program briefings. Major duties include:

Managing the work of the Divisions' Judges Personnel and Payroll Advisory Services Team and the Judges Retirement and Advisory Services Team to include developing process improvements to enhance accuracy and efficiency;

Establishing performance goals and standards, completing performance reviews, coaching and coordinating staff development and training as needed to support Division work.

Providing a variety of data and reporting services in response to annual audit processes for the retirement trust funds, and coordinating the annual audit process with outside accounting and actuary contracting firms and Division staff to include conducting research and providing explanations and responses to audit findings;

Providing information and advisory services on pay, benefits and retirement issues for justices, judges, judge's spouses, and survivors on complex and sensitive benefits issues such as those involving spouse equity and Social Security/Medicare benefits;

Conducting briefings for judge nominees and presentations throughout the country to judges and their spouses, including at Circuit Judicial Conferences, orientations, workshops, and meetings;

Serving as the Division's primary point of contact on Social Security and Medicare program guidance.

Preparing written communications and notifications to judges, court officials, AO employees, and persons external to the judiciary and assists with preparing research and documentation in support of Judicial Conference Committees and judges' advisory group meetings; and

Completing time sensitive special projects and responding to inquiries from the White House, Congress and other high-level requests as directed by the Chief of the Division.

  • All new AO employees must identify a financial institution for direct deposit of pay before appointment.
  • You will be required to serve a trial period if selected for a first-time appointment to the Federal government, transferring from another Federal agency, or serving as a first-time supervisor. Failure to successfully complete the trial period may result in termination of employment.
  • If appointed to a temporary position, management may have the discretion of converting the position to permanent depending upon funding and staffing allocation.
  • Relocation expenses may be provided, but only if authorized by the Director of the AO.


  • Qualifications

    Applicants must have demonstrated experience as listed below. This requirement is according to the AO Classification, Compensation, and Recruitment Systems which include interpretive guidance and reference to the OPM Operating Manual for Qualification Standards for General Schedule Positions.

    Specialized Experience : Specialized Experience: One full year (52 weeks) of specialized experience in or directly related to the work of this position. Specialized experience must have demonstrated all of the following:
  • Providing leadership, supervision, and managing performance of teams of professionals to coordinate, deliver, and improve program operations to meet organizational needs.
  • Knowledge of human resources programs, audits procedures and experience with policy research and development; and
  • Demonstrated ability communicating complex benefits information to senior officials in face-to-face situations, by preparing written information and developing and presenting formal briefings.

  • Preferred not required: Knowledge of Medicare and Social Security benefits
