Summary

A successful candidate in this position will perform the complete mathematical and statistical analyses of larger projects pertaining to the Energy sector or to a sub-sector of it.

Responsibilities

As a Mathematical Statistician, you will:
  • Advise program staff on developing methods and selecting techniques to conduct methodological research to improve sample surveys or experimental designs; to conduct evaluations of data collection, reduction, processing, protocol design, sample size, and analysis of methodologies and results.
  • Evaluate the methodology used in specified energy related program studies to ensure the results are valid and reliable. Makes recommendations to senior officials on interpreting multiple, conflicting, or incomplete data and advises on technical issues central to initiating new statistical programs or major revisions to current statistical programs.
  • Design and develop mathematical statistical models, methods, and/or techniques such as sample and survey designs for related data collection. Monitors and maintains center standards regarding survey design and methodology.

Qualifications

BASIC REQUIREMENTS:

Degree: that included 24 semester hours of mathematics and statistics, of which at least 12 semester hours were in mathematics and 6 semester hours were in statistics.

OR

Combination of education and experience -- at least 24 semester hours of mathematics and statistics, including at least 12 hours in mathematics and 6 hours in statistics, as shown in A above, plus appropriate experience or additional education.

You must meet either "Specialized Experience" and/or "Education" to qualify for this position as described below.

SPECIALIZED EXPERIENCE REQUIREMENTS: A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level in the Federal service.

For the GS-11, you must have one year of experience at a level of difficulty and responsibility equivalent to the GS-09 grade level in the Federal service. Experience includes advanced scientific analytical techniques to adapt procedures, extend and synthesize existing theories and techniques for unrelated purposes, or to isolate and define critical features of difficult technical problems; experience providing preliminary recommendations to a variety of mathematical and statistical principles and techniques such as probability theory, estimation, inference, quality control, acceptance sampling, sequential and other sampling plans, experimental design and data reduction to a myriad of situations and problems.

OR

3 years of progressively higher level graduate education leading to a Ph.D. degree or Ph.D. or equivalent doctoral degree.

For the GS-12, you must have one year of experience at a level of difficulty and responsibility equivalent to the GS-11 grade level in the Federal service. Experience includes advanced scientific analytical techniques to adapt procedures, extend and synthesize existing theories and techniques for unrelated purposes, or to isolate and define critical features of difficult technical problems; experience applying administrative work to a variety of mathematical and statistical principles and techniques such as probability theory, estimation, inference, quality control, acceptance sampling, sequential and other sampling plans, experimental design and data reduction to a myriad of situations and problems.

Education cannot be substituted for experience at this grade level.

For the GS-13, you must have one year of experience at a level of difficulty and responsibility equivalent to the GS-12 grade level in the Federal service. Experience includes advanced scientific analytical techniques to adapt procedures, extend and synthesize existing theories and techniques for unrelated purposes, or to isolate and define critical features of difficult technical problems; experience applying technical expertise to a variety of mathematical and statistical principles and techniques such as probability theory, estimation, inference, quality control, acceptance sampling, sequential and other sampling plans, experimental design and data reduction to a myriad of complex situations and problems.

Education cannot be substituted for experience at this grade level.

  • Mastery of advanced mathematical and statistical theories, principles, concepts, and practices, and skill in applying this knowledge to statistical procedures; complex mathematics; data or quantitative analysis; complex sample designs; data collection techniques; reduction of data from multiple sources; computer techniques such as numerical and statistical analysis, probability theory, wave propagation modeling, and/or numerical simulation.
  • Ability to make recommendations to analyst, management officials and other professionals regarding innovative recommendations for advancing programs and/or methods.
  • Ability to write and/or present comprehensive statistical reports and scientific manuscripts based upon data collected and analyzed.
