Responsibilities

As a MANAGEMENT & PROGRAM ANALYST you will be responsible for the following duties:
  • Manages daily programmatic functions, interfaces with mission partners across the IC and DoD, reaches out to operational users to ensure proper program support.
  • Oversees work effort of assigned FFRDC and SETA staff.
  • Provides extensive coordination and guidance to a wide range of government, military, and contractor personnel on methods, processes, practices, lessons learned and risk mitigation.
  • Develops, maintains and manages updates to program documentation, performing technical evaluations as required.
  • Develops and reviews Statements of Work and Request for Proposals.
  • Drafts and executes instructions, teams with Contracting Officers to perform contract modifications, leads program competitive selection(s) as required, assist Program Managers to manage/monitor program expenditures, produces monthly program status reports, works with industry counterparts to ensure contracted deliverables are within cost, schedule and performance.
  • Develops, prepares and conducts oral/written presentations to report monthly analysis of project or program status in order to identify and isolate potential problems.

Qualifications

This position is a Full Performance/Senior Level DCIPS position. DCIPS Full Performance/Senior Level positions include GG-12 or GG-13. The NRO is accepting applications from both current GS/GG-12 or GS/GG-13 Federal Government employees and U.S. citizens for this position. Federal government employees, who are currently at a GS/GG-12, GS/GG-13, or equivalent may ONLY apply for a lateral reassignment at their current grade level, and step. Those selected at the GS/GG-12 grade level may then be considered for future competitive promotion under the NRO Internal promotion evaluation process. Federal applicants who exceed the advertised grade may voluntarily request acceptance at the lower grade IAW Dodi.

Specialized experience required for this position is:
For the GG-13
  • Ability to plan, schedule, and conduct studies requiring adaptation of analytical and statistical methods and techniques to the measurement and improvement of program effectiveness and/or organizational productivity.
  • Knowledge of the principles and theories of facilities master planning, program assessment, business management and processes aligned organizational models.
  • Applies precedents affecting the use of program and related support resources, program goals and objectives, work processes, and administrative operations.
  • Develops new or modified work methods, organizational structures, management processes, guidelines and procedures and work processes for the conduct of support functions or program operations.
  • kill to plan, organize and direct team study work/special projects and to influence management support and implement recommendations.

For the GG-12
  • Assist with planning, scheduling, and conducting studies requiring adaptation of analytical and statistical methods and techniques to the measurement and improvement of program effectiveness and/or organizational productivity.
  • Familiarity of the principles and theories of facilities master planning, program assessment, business management and processes aligned organizational models.

  • Provides modified work methods, organizational structures, management processes, guidelines and procedures and work processes for the conduct of support functions or program operations.
  • Proficient with directing team study work/special projects and to influence management support and implement recommendations.
