Summary

Reclamation is seeking a career professional looking for an opportunity to capitalize on his/her expertise as a Budget Technician. You can make a difference in the West by performing Budget Technician work assigned to the Program and Budget (P&B) Office.

Responsibilities

Assists the budget team in the formulation of budget estimates by reviewing projected costs for selected line items. Compiles and updates detailed information required for programs and supporting documentation, budgetary documents, accounting strings and expenditure reports. Provides the P&B budget team with true-ups to ensure funds are available for all fund centers. Responsible for all obligation tracking, from the obligating document through the expense report. Monitors unliquidated obligations and validates prior year recoveries monthly. Reviews recurring and non-recurring P&B requisitions to ensure that the correct Unit Product Code (UPC), Financial Business Management System (FBMS) Fund Codes, Fund Centers, and Work Breakdown Structures (WBS) are used.

Checks the accuracy of budget data in budget systems and spreadsheets, as well as in budget submissions to Congress for errors; adjusts inconsistencies and corrects errors; and ensures all necessary supporting documents are present.

Ensures appropriate quality control, format, compilation and approval vetting of written materials and documentation. Enters data into automated systems. Prepares a variety of periodic reports pertaining to the organization's budget allocations and expenditures, including the quarterly Funds Transfer Reports for Congress Utilizes various software applications, programs and systems to include Microsoft Office applications and various other automated systems to accomplish work activities. Creates monthly expenditure reports to ensure proper fund utilization for the remainder of the fiscal year.

Runs financial reports from various financial reporting tools, including FBMS and local databases, in response to requests for information from customers or as a result of reviewing account activity. Responsible for reallocating all P&B charge card expenditures to ensure actual costs are captured in a timely manner and in accordance with proper accounting and Federal acquisition regulations. Attends various meetings and participates in coordination calls to discuss financial and budget related issues and to provide technical assistance on proper cost accounting processes.

From data and information furnished by other organizational components, responds to requests for new WBSs. Creates WBSs in response to requests from P&B, ensuring that all WBSs are consistent with official program documents and are in accordance with the project system of accounts. Researches new WBS policies to determine if account is expensed, capitalized, reimbursable or non-reimbursable. Maintains and controls all P&B accounting information from initiation to completion and distributes completion notices as required.

Assists in developing and preparing resource requirements information (time, personnel and funding) from historical documents for use by P&B managers and staff. Develops, maintains and updates, on an as needed basis, desk guides related to processes and procedures associated with budgetary positions and functions.

Qualifications

All applicants must possess one year of specialized experience. To meet specialized experience, your resume must describe experience that demonstrates the particular knowledge, skills, and abilities as defined below:

GS-5: One year of specialized experience equivalent in difficulty and complexity to at least the GS-4 level in the Federal Government. Basic knowledge and understanding of the overall budget practices, procedures and policies sufficient to be able to perform the major duties of the budget technician with supervisory guidance. Basic knowledge of BOR, Program and Budget operations and general knowledge and understanding of the various programs, activities and the budget and accounting system. General knowledge of a wide range of financial and budgetary regulations and directives to carry out a variety of routine and non-routine transactions. Working knowledge of automated budget-related databases and the capability to use them effectively with necessary training. Ability to analyze details in order to identify and apply significant data in preparing budget estimates and reports.

GS-6: One year of specialized experience equivalent in difficulty and complexity to at least the GS-5 level in the Federal Government. Working knowledge and understanding of the overall budget practices, procedures and policies sufficient to be able to perform the major duties of the budget technician work independently with only minimal guidance. General knowledge of BOR, Program and Budget operations and intermediate knowledge and understanding of the various programs, activities and tt,e budget and accounting system. Intermediate knowledge of a wide range of financial and budgetary regulations and directives to carry out a variety of routine and non-routine transactions. Intermediate knowledge of automated budget-related databases and the ability to use them effectively. Ability to analyze details in order to identify and apply significant data in preparing budget estimates and reports.

GS-07: One year of specialized experience equivalent in difficulty and complexity to at least the GS-06 level in the Federal Government. In-depth knowledge and understanding of the overall budget practices, procedures and policies sufficient to be able to perform the major duties of the budget technician work independently with only minimal guidance. General knowledge of BOR, Program and Budget operations and thorough knowledge and understanding of the various programs, activities and the budget and accounting system. In-depth knowledge of a wide range of financial and budgetary regulations and directives to carry out a variety of routine and non-routine transactions. In-depth knowledge of automated budget-related databases and the ability to use them effectively. SUBSTITUTION OF EDUCATION FOR EXPERIENCE: Applicants may also qualify on the basis of education as follows:

GS-05: 4 years above high school.

You will be evaluated for this job based on how well you meet the qualifications above.
