This position is located in the United States Property & Fiscal Office (USPFO) at Joint Base Anacostia-Bolling, DC. The purpose of the position is to provide technical and administrative assistance for programs within the United States Property and Fiscal Officer's (USPFO) area of responsibility. Responsibilities

As a(n) ADMINISTRATIVE ASSISTANT (TITLE 32), GS-0303-7, you will perform but are not limited to the following duties:
Serves as the USPFO focal point for all personnel actions to include performance evaluations, standards, OER/NCOER, job announcements, and other SF-52 actions. Maintains a register of all pending actions and suspense dates. Reviews all documents for accuracy, format, and compliance with applicable regulations. Assists in the development of policy letters which may require researching applicable directives from higher authority, to ensure that no conflict will result from issuance of new policy. Coordinates draft policy with other staff directorates prior to submission for final review and approval. Maintains personal contact with USPFO employees, functional managers(Army and Air), NGB personnel, and State personnel to discuss administrative requirements and services, provides technical advice and guidance, and recommends methods and procedures where necessary. Advises other administrative personnel of latest directives regarding administrative procedures.Provides information, explains the application of regulations and resolves problems with contacts as they relate to administrative functions. Prepares and monitors Assistant USPFO appointment/delegation letters for Army and Air National Guard activities. Controls access to the United States Property and Fiscal Officer and the Supervisory Logistics Management Specialist (SLMS)/Deputy USPFO based on personal knowledge of their workload and current issues of importance. Receives visitors and telephone calls for the USPFO organization. Based on a working knowledge of the USPFO activity, exercises judgment in screening those calls or visitors that can be handled personally or must be referred to other command staff personnel or USPFO divisions. Determines when the USPFO or SLMS should be interrupted. Personally takes care of business matters and gives out administrative and readily available substantive information to callers. Maintains the appointment schedule for the USPFO and the Supervisory Logistics Management Specialist. Schedules appointments and meetings, independently, based upon personal knowledge of their workload and current issues of importance. Advises the USPFO and SLMS of scheduled appointments and furnishes information from files or schedules briefings by others in preparation for scheduled meetings. Accomplishes travel arrangements for the USPFO and staff to include travel and hotel reservations, creates travel orders, and coordinates visits. May serve as the USPFO travel account program manager.

  • NATIONAL GUARD MEMBERSHIP IS REQUIRED: This is an excepted service position that requires membership in a compatible military rank and assignment in the District of Columbia Army National Guard. Selectee will be required to wear the military uniform.
  • Males born after 31 December 1959 must be registered for Selective Service.
  • Federal employment suitability as determined by a background investigation.
  • May be required to successfully complete a probationary period.
  • Participation in direct deposit is mandatory.
  • Minimum Rank: E-3/PFC
  • Maximum Rank: E-6/SSG
  • Permanent Change of Station (PCS): PCS not authorized
  • Relocation Incentive: Incentive not authorized
  • Selected Reserve Incentive Program: Acceptance of this position will cause termination of Federal bonuses pursuant to respective Selected Reserve Incentive Programs (SRIP). This termination may be with or without recoupment of payments already made.
  • For positions requiring a security clearance (Secret or Top Secret) the applicant must possess or be able to obtain a clearance within One (1) year of appointment.
  • THIS IS AN INDEFINITE-MAY LEAD TO PERMANENT POSITION. Indefinite positions are entitled to all benefits of a permanent employee except tenure.


Qualifications

This is an excepted service position that requires membership in a compatible military assignment in the DC Army National Guard.
MILITARY REQUIREMENTS:
You must meet the minimum military rank as specified in this announcement. The National Guard's full-time support program requires that all military technicians are members of the National Guard and are appointed to full-time positions which correspond to their military assignments. Applicants who are not currently a member of the National Guard must be eligible for immediate membership.

Other requirements: For positions requiring the operation of motor vehicles, candidates must have a valid state driver's license for the state in which they live or are principally employed. For positions requiring a security clearance (Secret or Top Secret) the applicant must possess or be able to obtain a clearance within One (1) year of appointment.

MINIMUM REQUIREMENTS: Experience, education, or training which has provided the applicant with a general knowledge of one or more aspects of the supply field. Experience using computer and automation systems.
SPECIALIZED EXPERIENCE: Must have at least twelve (12) months experience in the interpretation and application of regulations, procedures or laws. Experience that provided a working knowledge of administrative functions. Experience demonstrating the ability to advise lower graded employees. Experience working independently and setting priorities with very little supervisory control.
