The primary purpose of this position is to serve as a Senior Procurement Analyst and for the NGB-wide Government Purchase Card {GPC) Program within the NGB Directorate of Acquisitions (NGB-AQ) under the direction of the assigned Division Chief. Under this program, NGB-AQ provides overarching management and execution of procurement and related functions.

Responsibilities

  • Responsible for managing the NGB-wide GPC program, including analysis of missions, functions and organizational structures of NGB HQ and NG Contracting Enterprise.
  • Serves as the senior analyst and action officer responsible for researching, developing, preparing, and publishing guidance and procedures for applicable to the GPC Program.
  • Ensures that the organization's strategic plan, mission, and values are integrated into the program's strategies, goals, objectives and work plans.

  • This is a DoD Demonstration Project position. Under the streamlined personnel operations for demonstration projects, the acquisition jobs in level NH-IV of broad banding encompass the traditional GS-14 through GS-15 grades.
  • NGB-AQ utilizes control points to account for variances in position responsibilities within the broadband. This position is subject to a salary control point equivalent to 10.5% below the maximum of the NH-IV band.
  • If existing base salary exceeds this control point, salary is placed on a salary control point at the existing salary. Although salary is capped, salary may increase when adjustments to the General Pay Increase and locality pay are applied.
  • This is a critical APDP position; the employee must meet applicable Defense Acquisition Improvement Act (DAWIA) requirements applicable to the duties of the position; Senior Level Ill.
  • The work requires TDY up to 25% of the time.
  • Incumbent is required to submit an Online Confidential Financial Disclosure Statement, OGE-450, upon entering the position and annually thereafter.
  • Work may occasionally require travel away from the normal duty station on military or commercial aircraft.
  • May be required to work an uncommon tour of duty (i.e. evenings, weekends, and/or holidays). Employee may be required to work overtime.


Qualifications

THIS POSITION IS CENTRALLY MANAGED BY THE CONTRACTING CAREEF FIELD TEAM

Basic:
A bachelor's degree from an accredited educational institution authorized to grant baccalaureate degrees. NOTE: You must submit copies of your transcripts.

AND
At least 24 hours in business-related courses in any of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management. (This requirement can be obtained within the bachelor's degree or in addition to the degree.) NOTE: You must submit copies of your transcripts.

NOTE: The education requirements listed above apply only to individuals entering DOD 1102 positions on or after October 1, 2000. Current civilian personnel in DoD, who occupied GS-1102 positions or contracting positions with authority to award or administer contracts above the simplified acquisition threshold in an Executive Department on or before September 30, 2000, are exempt from meeting this requirement. Current military members who occupied a similar occupational specialty to the GS-1102 on or before September 30, 2000, and members of the Contingency Contracting Force are also exempt from meeting this requirement.

SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower broadband NH-3, equivalent to the next to lower grade GS-13 or equivalent in the Federal Service. Specialized experience must include Mastery of procurement regulations and contracting principles including the latest procedures and techniques in administering all contractual aspects of Government Purchase Card (GPC) Program; expert knowledge of the systemic internal controls associated with the DoD GPC Program in order to assess the effectiveness; expert knowledge of Government contracting laws and policies and comprehensive knowledge of commercial and industrial business practices (e.g., market trends, probable sources, and the use of cost analysis techniques) in order to provide advice and guidance to subordinate activities and Analytical skill sufficient to evaluate audit reports, regulations and other relevant material as a basis for developing procurement and related functions associated with micro-purchase procurement authority.

  • ACTIVE DUTY SERVICE MEMBERS: The VOW Act requires agencies to treat active duty service member as veterans, disabled veterans, and preference eligible, when they submit, at the time they apply for a Federal job, a "certification" of active service in lieu of a DD214, assuming the service member is otherwise eligible.
