This position is located in the Legislation and General Law Division of the NHTSA Office of Chief Counsel. Attorneys in this Division provide legal advice on a wide range of administrative issues, which may include legislative drafting and interpretation, ethics and conflicts of interest, grants and contracts, intellectual property, appropriations, personnel matters, civil rights, the Freedom of Information Act and privacy.

As an Attorney Advisor in this Division, you will:
  • Analyze statutes, regulations, case law, factual and other materials, and apply legal principles and precedents to the resolution of a variety of legal issues in a dynamic regulatory agency.
  • Provide legal counsel to client offices on a wide range of administrative issues necessary for the smooth and efficient functioning of the agency.
  • Communicate and coordinate with officials at all levels within the agency, and also with individuals representing other Federal agencies (including the Department of Justice), Congress, States, private industry, the media and public interest groups, representing the agency in all of these communications.

Attorneys in this Division also handle legal matters relating to the agency's highway safety programs, including impaired, aggressive and distracted driving, occupant protection, graduated driver licensing, motorcyclist safety and traffic enforcement. The Division supports the agency's highway safety programs by helping develop criteria that States must meet to comply with the agency's grant and sanction programs. Attorneys prepare guidance and rulemaking documents to implement these programs and review State laws to verify compliance with the criteria

  • GRADE 11 - No professional legal experience necessary.
  • GRADE 12 - 1 year of relevant professional legal experience.
  • GRADE 13 - 2 years of professional attorney experience.
  • GRADE 14 - 3 years of professional attorney experience.
  • GRADE 15 - 4 years of professional attorney experience.

In order to qualify for this position, candidates must have successfully completed a full course of study in a school of law accredited by the American Bar Association (ABA) and have a professional law degree, and must currently be a member in good standing of the bar of a State or Territory of the United States or the District of Columbia.

*NOTE: If you are not yet admitted to the bar of a State, the District of Columbia, a U.S. territory, or the Commonwealth of Puerto Rico, to qualify on Education, you must possess a professional law degree (LL.B. or J.D.). An applicant who has not been admitted to a state bar may be selected for a Law Clerk, GS-0904-11 position. Appointment as a Law Clerk is limited to 14 months, during which time appointee must be admitted in good standing to the bar of a court of general jurisdiction of a state, territory or possession of the United States. Upon admission to the bar, the position will be converted to a permanent appointment as an Attorney Advisor.
