Responsibilities

The Associate Chief Counsel (Finance & Management) supports the administrative, financial, and managerial programs of the Office of Chief Counsel and provides advice to the Chief Counsel and Deputy Chief Counsel on all management matters for the organization nationwide. F&M also has field responsibility for all administrative functions and personnel across the country. We are looking for individuals experienced in administration to work in a fast-paced, public sector environment. This position, in the Planning & Finance Division, will focus on data analysis as it relates to resource allocation and reporting and on developing and implementing financial and management programs.

As a Financial Analyst, you will:
  • Provide analytical expertise to conduct broad and in-depth studies to develop or improve policies, program objectives, operations, procedures, and resource usage. You will provide recommendations and expert advice on resource allocation.
  • Lead and/or oversee large finance-related programs, ensuring all policies are correctly followed, and funds are monitored and controlled.
  • Collaborate with all levels of management and executives in within Counsel's divisions to identify and clarify the financial information and to make recommendations to improve financial system effectiveness.
  • Direct or participate in broad, complex long-term studies and research projects requiring application of advanced analytical and statistical methods and the most current and advanced financial technology in order to recommend extensive financial system upgrades to keep up with the agencies changing needs.
  • Develop and recommend a wide range of financial and management policies, standards and procedures; provide expert advice on the interpretation and application of procedures; and carry out broad analytical projects pertaining to Counsel's financial responsibilities.

CONDITIONS OF EMPLOYMENT:
  • Subject to a 1-year probationary period (unless already completed).
  • Must successfully complete a Public Trust background investigation.

Qualifications

You must meet the following requirements by the closing date of this announcement:

You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-13 grade level in the Federal service. Specialized experience for this position includes: Performing and leading broad financial management-related analysis at a nation/organization-wide level; establishing guidelines or procedures and implementing new nation/organization-wide programs; serving as liaison and financial expert with senior management on significant policies impacting strategic resource allocation; interpreting relevant guidance for policy formulation and compliance.

The experience may have been gained in either the public or private sector. One year of experience refers to full-time work; part-time work is considered on a prorated basis.

In addition to the above requirements, you must meet the following, if applicable: GS-14: You must have been at the GS-13 level for 52 weeks (time-in-grade requirement).
