MINIMUM QUALIFICATIONS

Education
  • Bachelor's degree in Electrical Engineering, or related engineering field

Experience
  • A minimum of five (5) years of experience in power systems reliability engineering and maintenance, SCADA operations of AC/DC switchgear equipment and/or testing of traction power and/or electrical power systems and equipment.
  • Experience in communicating with users, other technical teams, and senior management to collect requirements, describe product features, technical designs, and product strategy

Certification/Licensure
  • N/A

Preferred
  • Administrative, supervisory experience in the maintenance and repair of AC /DC breakers, rectifiers and transformers
  • Experience scoping and technical management of electrical and SCADA projects

JOB SUMMARY

The Technical Program Manager, Power Systems Reliability Engineering provides technical guidance and overall department coordination of projects to meet engineering and inter-department deliverables. The incumbent collaborates with contractors, personnel and groups within and outside the Authority to identify, establish and manage reliability improvement projects and programs in support of the Authority's overall goals and objectives. The incumbent uses analyses and process data provided by the Supervisory Control and Data Acquisition (SCADA) engineering, Reliability Centered Maintenance Planning and Traction Power Maintenance groups and applies reliability techniques and methodologies to improve the overall performance of the Authority's rail power systems and assets

ESSENTIAL FUNCTIONS
  • Prepares, recommends and implements reliability projects focused on resiliency-building initiatives for rail power systems, asset life-cycle extension and power infrastructure availability improvement.
  • Works with teams and managers across the company, overseeing the coordination of activities that will drive programs aimed at improving service reliability and availability for our customers. Coordinates design/implementation efforts between Reliability Centered Maintenance Planning and Traction Power Maintenance groups to develop optimal solutions for predictive analysis and corrective actions related to the mitigation of field and system failures.
  • Develops projects scopes and delivers Maintenance of Way Engineering (MOWE) projects and programs from initial design to final release, writing specifications, driving program schedules and managing the launch and roll out of projects.
  • Coordinates and clearly communicates goals, roles, and responsibilities to internal cross-functional and/or program teams, supporting condition-based maintenance and achieving established reliability performance goals.
  • Assesses the efficacy of current maintenance processes and programs and implements engineering-focused projects and strategies to improve efficiency and maintain the systems in a state of good repair.
  • Coordinates with reliability engineering teams and capital improvement project managers to drive equipment upgrades and switchgear replacement projects that include advance automation, logging, health monitoring and trending that enhances data collection and accuracy for Maximo and SCADA database. Coordinates activities across Traction Power Operations teams.
  • Develops and submits realistic and reasonable project budgets, engineering cost estimates and progress reports as required. Reports include a register of completed tasks, payments issued and any problems causing delays, focus redirection or project delivery timeline or strategy impacts. Provides progress reports to MOWE Chief and the Office of Management and Budget Services (OMBS) as required.
  • Conducts analysis of reliability problems and investigates to determine the required reliability approach for a particular situation and develops strategy and action plans that comply with industry standards and the Authority for reliable processes/equipment to mitigate/avoid failures
  • Prepares reports, revises policies /standard operation procedures, and coordinates with internal and external entities to develop reliability maintenance instructions and procedures
  • Supervises subordinate staff and consultants to include recommending applicant selection, disciplinary actions, resolution of grievances, assigning duties, directing work, conducting performance evaluations, approving leave requests and timesheets, and ensuring appropriate subordinate training is provided.

OTHER FUNCTIONS
  • Participates in the technical evaluation of all engineering and business processes of new and existing projects to ensure systems and procedures meet internal Authority and applicable regulatory agency standards.
