Senior Program Manager

Dewberry is currently seeking a professional management level civil engineer to help lead our continued expansion in the Water Market Segment. This position is based in Fairfax, Virginia. The successful candidate will be a civil engineer with a diverse background and extensive experience in developing and executing wastewater collection, conveyance and treatment projects, as well as water distribution, storage and treatment projects. This individual will be client focused, highly motivated, organized, outgoing, and a team oriented individual to lead and support project and program management, project execution, client development and management, and business development activities on a local, regional, and national level. This individual will assist in the development of business strategy, maintaining existing client relationships, developing new clients and business, and mentoring regionally organized department level engineers and associated staff resources to deliver a broad range of projects.

Additional details regarding the role include:
  • Evaluate and strengthen project life cycle delivery capabilities from prospect development through project execution and close out
  • Partner with, mentor, and lead our existing staff towards delivery excellence, ethics, integrity, and contribution for related projects and clients
  • Assist with optimization of resources including communication and collaboration across the region and Water Service Line
  • Lead development of technical standards at a regional and national level aimed at improving consistency of design delivery
  • Stay engaged in technical delivery of projects, with a goal of maintaining a 50-60% direct utilization
  • Set appropriate scopes, schedules, budgets and QA/QC procedures for related projects
  • Make final decisions on technical approach and delivery content for related deliverables
  • Serve as a Subject Matter expert and Technical Advisor across the region and Water Service Line for relevant work products
  • Support, collaborate, and consult with existing Dewberry technical staff in the region and in other regions to assist in growth and delivery of technically sound work products
  • Support recruiting, mentoring, training, career development, and retention of staff across the region aimed at growth of the Water Service Line
  • Business development and client service activities consistent with growth of the group
  • Support go/no-go decisions on related pursuits
  • Contribute to brand development and strategic planning while taking ownership of relevant tactics


Responsibilities

  • Lead detailed design projects while interfacing and coordinating with other engineering disciplines, technicians, permitting specialists, and the client
  • Prepare and monitor project work plans, schedule and budget
  • Develop technical standards at a regional and national level aimed at improving consistency of design delivery
  • Provide technical guidance, risk management, QA and QC reviews, and mentoring of staff from project development and initiation through execution and close-out
  • Develop strategy and prepare action plans to implement the business development/marketing plan for winning assignments from targeted clients.
  • Monitor the performance of actual project development from a financial, quality, and client satisfaction perspective
  • Make recommendations on projects to pursue; assisting with final go/no go decisions.
  • Make initial contact with water/wastewater clients where appropriate.
  • Maintain strategic participation in related associations and organizations, including WEF and AWWA.


Required Skills & Required Experience

  • Bachelor's degree in Civil or Environmental Engineering, or related field required, Master's degree preferred
  • A minimum of 20 years of experience in the water/wastewater field
  • Significant detailed design engineering experience producing engineering plans and specifications for a variety of water/wastewater projects
  • Thorough knowledge and ability to apply theories, principles, concepts and practices of civil and environmental engineering to the design and construction of public water, wastewater, and reclaimed water conveyance and treatment infrastructure
  • P.E. in Virginia, Maryland, West Virginia, or Washington DC, or ability to obtain them through reciprocity within one year of start date
  • Must have proven experience managing water distribution and wastewater conveyance and water/wastewater treatment projects, including development and monitoring of scope, schedule and budget
  • Proven capability in leading, mentoring and setting ethical and technical standards for other engineers and technicians
  • Proven, and strong, verbal and written communication skills
