Qualifications

ASSESSMENT FACTORS

1. Demonstrated success in an intelligence collector position within the Intelligence Community, with knowledge of collection disciplines and the Intelligence Community collection guidelines and experience producing collection-derived reports.
2. Demonstrates polished oral and written communication skills to compose, tailor, and deliver original presentations and papers on abstract and exceptionally complex questions or issues in a way that allows a varied audience to understand the intended message and objectives
3. Applies a comprehensive knowledge of instructional technology to assess the effectiveness of projects and to ensure alignment with the Agency's strategic plan, mission, goals, and objectives.
4. Acts as a liaison between the institution and students with respect to admissions, degree options, degree requirements and the graduation process.
5. Listens to opposing positions and taken different opinions into account

HIGHLY DESIRED SKILLS

1. Terminal degree (e.g., PhD, EdD, DBA, J.D.) in international affairs, regional studies, history or a methodology-related field.
2. Experience as collection requirements manager or collection operations manager at any grade.

Individual Occupational Requirements

BASIC REQUIREMENTS

All Applicants must meet the following minimum qualification requirements in order to be considered for this position:

A. Successful completion of a full four-year course of study in an accredited college or university leading to a bachelor's or higher degree that included or was supplemented by major study in education or in a subject-matter field appropriate to the position.

OR

B. Combination of education and experience----courses equivalent to a major in education, or in a subject-matter field appropriate to the position, plus appropriate experience or additional course work that provided knowledge comparable to that normally acquired through the successful completion of the four-year course study described in A above.

ADDITIONAL EXPERIENCE REQUIREMENTS

In addition to meeting the basic entry qualification requirements, applicants must have experience that demonstrates possession of the broad range and depth of knowledge, skills, and abilities required for the occupation or specialty at or equivalent to the next lower grade.

DIA positions are Defense Civilian Intelligence Personnel System (DCIPS) positions in the Excepted Service under 10 U.S.C. 1601. All applicants must be U.S. citizens at the time of application. Applicants must meet the agency's conditions of employment, to include, but not limited to, satisfactory completion of an initial special background investigation and periodic reinvestigation, completion of any required medical examination and physical requirements, completion of any required personal interviews, favorable completion of any required initial or aperiodic polygraph examinations, completion of any required drug test, satisfactory completion of a two-year Defense Civilian Intelligence Personnel System trial period, and completion of a civilian mobility agreement. All employees are required to sign an agreement not to disclose, in any fashion, classified information to unauthorized persons. All civilian employees are required to participate in the DoD Direct Deposit/Electronic Fund Transfer of Pay (DD/EFT) Program.
