This position is a 2 Year Term Appointment which is Not-To-Exceed 2 years.

Responsibilities

As a Trade Policy Researcher, GS-0301-5/7/9, your typical work assignments may include the following:
  • Incumbent assists higher level staff in the research, review, analysis, abstracting, and development of a variety of trade information, including: economic and trade data.
  • Assists higher-level staff in extracting and summarizing or abstracting pertinent trade and investment data, legislation, and analysis of policies and practices of countries. Prepares reports and briefing materials and using a variety of software, prepares presentations, charts, graphs, tables, etc. to be used by the AUSTR and/or senior staff members within and outside the office for the development of policy and implementation and enforcement of trade agreements.
  • Analyzes problems, issues, or program requirements relevant to the assigned area of trade. Determines pertinent issues and collects relevant information and country specific data from a variety of sources. Reviews information and applies standard analytical techniques to develop recommendations and proposals.
  • Assists staff by providing administrative support duties including receiving telephone calls and visitors, maintaining supervisor's calendar, arranging meetings, and making travel arrangements.

Qualifications

MINIMUM QUALIFICATION REQUIREMENTS: All applicants must meet the qualification requirements outlined below to be considered minimally qualified for this position. The qualification requirements are in accordance with the OPM Qualification Standards.

ALL QUALIFICATIONS MUST BE MET BY THE CLOSING DATE OF THIS ANNOUNCEMENT.

SPECIALIZED EXPERIENCE: Applicants must have a minimum of one year of specialized experience at a level of difficulty and responsibility comparable to the next lower grade or comparable pay band in the Federal service or equivalent experience in the private sector.

You may qualify at the GS-05 level, if you fulfill the following qualification requirement: At least three years of progressively responsible general experience, 1 year of which was equivalent to at least the GS-04 level or comparable pay band in the federal government or equivalent experience in the private sector performing work that provided: 1) Analyze problems to identify significant factors, gather pertinent data, and recognize solutions 2) Plan and organize work; and 3) Communicate effectively orally and in writing.
OR
possess a Bachelor's degree in a related field
OR
a combination of education and general experience.

You may qualify at the GS-07 level, if you fulfill the following qualification requirement: At least one year of specialized experience, equivalent to or exceeding in levels of independence, responsibility, scale and variety of assignments to at least the GS-05 level or comparable pay band in the federal government or equivalent experience in the private sector performing work that provided: 1) Assists higher level staff to research and review a variety of trade information such as: economic data; provisions under existing trade legislation; administrative and other regulations related to trade policy; and the positions, objectives, and goals for implementing trade policy of other offices, agencies, and departments in the trade policy interagency process; 2) Assists higher level staff to extract, summarize and produce reports on pertinent trade data, legal language, and negotiating text.
OR
1 full year of graduate level education or superior academic achievement in a related field
OR
a combination of the experience as described and the graduate education which, when combined, is equivalent to 100% of the qualification requirement.

You may qualify at the GS-09 level, if you fulfill the following qualification requirement: At least one year of specialized experience, equivalent to or exceeding in levels of independence, responsibility, scale and variety of assignments to at least the GS-07 level or comparable pay band in the federal government or equivalent experience in the private sector performing work that provided: 1) Researches and reviews a variety of trade information such as: economic data; provisions under existing trade legislation; administrative and other regulations related to trade policy; and the positions, objectives, and goals for implementing trade policy of other offices, agencies, and departments in the trade policy interagency process; 2) Extracts and summarizes and produces reports on pertinent trade data, legal language, and negotiating text.
OR
a Master's or equivalent graduate degree in a related field OR 2 years of progressively higher level graduate education in a related field; OR a Juris Doctor (J.D.) or Bachelor of Laws (LL.B)

a combination of the experience as described and the graduate education which, when combined, is equivalent to 100% of the qualification requirement.

Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.
