Summary

This position is located within the Office of Science and Technology (OST), Information Technology Systems Delivery Division (ITSDD), Project Management Branch (PMB), in Washington, D.C.

Serves as a lead Information Technology Specialist (Program Manager) in planning, designing, developing, testing, implementing, supporting, maintaining applications and systems.

Responsibilities

Serve as the project manager providing day-to-day work direction over the specialists assigned to IT or ADP related functions.

Leading and coordinating large-scale and or long-term projects, prioritizing work, developing schedules and target dates for completion; ensuring that all aspects of the assignments are completed in a timely manner.

Studying and analyzing workflow and information requirements, cost, and time phasing of improvements to current systems.

Coordinating and managing projects to improve the efficiency or reduce costs of current office information resources.

Providing technical direction to computer programmers and computer systems analysis responsible for data modeling, logical and physical database design, performance optimization, security, integrity, and maintenance of databases.

Reviewing potential applications and advises software developers regarding proper software construction and testing in order to achieve optimum results and compatibility with data management and data governance standards.

Ensuring the application of information security and assurance policies, principles and practices in the delivery of all IT services.

Responsibilities will increase and assignments become more complex and as your training and experience progresses.

Qualifications

To qualify for the GS-13, you must have at least one year of specialized experience at, or equivalent to the GS-12 Federal grade level. Specialized experience; applying project management principles, processes and procedures to develop, schedule, coordinate, and manage projects and resources, to include monitoring and inspecting costs, work, and contractor performance; providing a full range of acquisition, procurement and administrative areas and in procurement and contract policy, rules and regulations to evaluate compliance with rules, regulations and policies; utilizing technical expertise of the principles, methods, and techniques of IT assessment, planning, management, monitoring, and evaluation, such as IT baseline assessment, interagency functional analysis, contingency planning, and disaster recovery to manage projects.

Experience must be IT related; the experience may be demonstrated by paid or unpaid experience and/or completion of specific, intensive training (for example, IT certification), as appropriate.

For all positions individuals must have IT-related experience demonstrating each of the four competencies listed below.

  • Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations.


  • Interagency Career Transition Assistance Plan (ICTAP).
