This position is located in Herndon, Virginia in the Management Systems Team (MST) of the Accounting Operations Center (AOC) of the National Park Service (NPS) where the Incumbent serves as Information Technology Specialist and team member of the Administrative Financial System (AFS) team. The AFS team is responsible for end-to-end system, infrastructure, customer support, interfaces, and the entire systems software development life-cycle. AFS is a web-based system that is using an Oracle database and application servers on virtual machines that provides financial reporting and budgetary information and planning to all parks and field offices within the NPS. The AFS team is responsible for all phases of the AFS application/system from the initial analysis and design through the SDLC, training, interfaces and operations and maintenance.

At the full performance level (GS-13) the major duties of this position include, but are not limited to the following:
1. Senior full stack technical developer understanding concepts of software engineering and senior level programming language and technical knowledge in PL/SQL and SQL (packages, procedures, functions, triggers, views , cursors, shell scripts, etc.).
2. Provides the capability to analyze, understand, modify, and comprehend the data, functionality, and programming of AFS application and interfaces in an Oracle 12c environment; creating, modifying and maintaining complex Oracle 12c Forms/Reports using the Oracle Development Suite and Toad.
3. Provides full software development life-cycle (SDLC) support. Performs requirements gathering, analysis, design, development, testing, tuning, documenting, software version management, training and deployment to various environments; while working with customers and/or departments on technical issues including software system design and maintenance.
4. Develops software solutions by studying information needs; functional requirements; conferring with users; studying systems flow, data usage and work processes; investigating problem areas; following the software development lifecycle.
5. Determines and improves operations/systems conducting systems analysis, problem definition, recommending changes to improve the performance of existing software, requirements, solution development and implementation.
6. Responsible for functional and technical requirements, writes and maintains functional and technical documentation for AFS software as needed. Writes User Guides and Training, Process and Testing Manuals as needed.

The National Park Service has determined that the duties of this position are suitable for telework and the selectee may be allowed to telework with supervisor approval.

Salary Information: GS13 $ 99,172 - $128,920 per annum. First time hires to the Federal government normally start at the lower salary range of the grade level.

Travel, transportation, and relocation expenses will not be paid. All travel, transportation, and relocation expenses associated with reporting for duty in this position will be the sole responsibility of the selected employee.

To qualify for this position you must meet the (1) Minimum Qualification Requirements AND (2) Specialized Experience for the grade to which you are applying.

(1) Applicants must meet the minimum qualification requirements described below:

    (2) Specialized Experience:

    To qualify for the GS-13, you must possess at least one full year of specialized experience equivalent to the GS-12 level in the Federal service, or comparable experience not gained through Federal service. Specialized experience is experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is in or related to the work of the position to be filled. Specialized experience is defined as demonstrated experience: 1) perform as a Senior full stack technical developer understanding concepts of software engineering with senior programming language and technical knowledge in PL/SQL, SQL, etc. (packages, procedures, functions , triggers, views, cursors, shell scripts, etc.). 2)Design, create, modify, tune, and maintain highly sophisticated and complex Oracle 12c Forms/Reports using the Oracle Development Suite and Toad; 3) Provides full software development life-cycle (SDLC) support.
