Responsibilities

As a Supervisory IT Program Manager, you will:

-Directs, leads and implements enterprise-wide technical and information management strategies defined by the CIO, Vice President of Enterprise Data Solutions and the Chief Technology Architect to ensure the ongoing and future alignment of Ginnie Mae operations and technical infrastructure across the enterprise business model. Works in close partnership with key contractor personnel on new and enhanced software engineering initiatives.
-Serves as the Information Technology (IT) Director for all life cycle activities to implementation ensuring that Ginnie Mae's information management systems capabilities meet its programmatic.
-Ensures that enterprise-wide automated systems are designed, developed, enhanced and maintained in accordance with HUD and Ginnie Mae policies, procedures and regulations.
-Provide software engineering leadership and direction in support of transformational, compliance, technology upgrade, and modernization initiatives.

This position is located in the Government National Mortgage Association (Ginnie Mae), Office of Enterprise Data & Technology Services. Ginnie Mae is a wholly owned government corporation created to help expand homeownership opportunities for low and moderate-income Americans, by linking global capital markets to the nation's housing markets. The Office of Enterprise Data & Technology Services provides technical leadership that meets the evolving business and information technology needs of Ginnie Mae.

Qualifications

You must meet the following requirements by the closing date of this announcement.

Specialized experience:

Specialized experience is one year of experience at the GS-14 level, or equivalent that has equipped you with the knowledge, skills, and abilities to successfully perform the duties of the position. Specialized experience includes:

- Supervision or management of staff responsible for information technology within an organization; AND
- Supervision or management of enterprise-wide strategies in collaboration with internal stakeholders and external service providers; AND
- Supervision or management of staff responsible for full life cycle software development and modernization programs; AND
- Supervision or management of staff responsible for migrating from a suite of mainframe legacy systems to the distributed environment; AND
-Supervision or management of staff in DevSecOps and agile methodologies and open source technology.

In addition to meeting specialized experience, applicants must also show proficiency in IT-related experience demonstrating each of the four competencies listed below:

CONDITIONS OF EMPLOYMENT:
