Summary

The primary purpose of this position is to provide extended care to disabled ambulatory veterans with coexisting medical, psychiatric, alcohol/drug abuse, and homelessness problems. Health Technicians provide coverage 5 days a week on a rotational basis. The incumbent performs both clinical and administrative duties in support of the mission.

Responsibilities

Duties include, but are not limited to:
  • Develops and maintains a therapeutic, professional helping relationship with clients.
  • Provides orientation to new patients by explaining policies and procedures, treatment expectations and goals, and ensures that all admission requirements are met.
  • Serves as primary contact for residents assigned to the General Care Program.
  • Reviews progress with individual patients on short and long range goals for care planning purposes.
  • Provides individual counseling using a guidance model and applying past experience and knowledge of problems.
  • Works with a variety of physical, mental, emotional, and behavior problems using different techniques.
  • Makes self accessible to patients and serves as a role model for appropriate behaviors.
  • Processes and evaluates any incident involving the injury or abuse of any patient.
  • Receives and directs patients and visitors and responds to routine inquiries.
  • Handles appointment requests and appointment changes/cancellations.
  • Performs initial physical examination of patients upon arrival to clinic, to include checking vital signs, pulmonary functions and reason for visit.
  • Draws, centrifuge and packages lab samples.
  • Administers vaccinations and medications within scope.
  • Performs and transmits EKGs.
  • Files all medical record information and correspondence in patient records.
  • Knowledge of medical terminology sufficient to apply to practice in order to assure the appropriate/safe care and instruction to patients.
Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level.

Work Schedule: 8:00 am - 4:30 pm, Monday - Friday. Weekend shifts may be required.

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 10/15/2019.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-6 position you must have served 52 weeks at the GS-5 level. For a GS-7 position you must have served 52 weeks at the GS-6 level.The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials if you are a current or former Federal Employee . If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.

You may qualify based on your experience and/or education as described below:

GS-6 Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-5 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to:
  • Basic knowledge of human behavior and skills sufficient to understand motivations and reactions to stress. Therapeutic Interpersonal relationships with patients, family members and staff.
  • Experience recognizing and responding appropriately to emergency situations using nursing intervention techniques to prevent medical and psychiatric crises from occurring.
  • Experience providing direct patient care that is appropriate to the cognitive, emotional, and chronological maturation needs of the adult and/geriatric patient.
  • Basic knowledge of the elements of patient centered care and the ability to perform administrative duties.
  • The ability to draw blood and obtain specimens and POC (point of care).
OR,
  • Education: Graduate education or an internship meets the specialized experience required above GS-5 only in those instances where it is directly related to the work of the position. (TRANSCRIPTS REQUIRED).
GS-7 Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-6 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to:
  • Advanced knowledge of human behavior and skills sufficient to understand motivations and reactions to stress. Therapeutic Interpersonal relationships with patients,family members and staff.
  • Demonstrates advanced knowledge and skill sufficient to observe behavior problems and illnesses of the mentally ill for the purpose of communicating with members of the treatment team.
  • Demonstrates advanced knowledge of the operation equipment used for patient care and routine maintenance procedures.
  • Advanced knowledge of the elements of patient centered care and the ability to perform administrative duties.
  • The ability to draw blood and obtain specimens and POC (point of care)
OR
  • Education: Graduate education or an internship meets the specialized experience required above GS-5 only in those instances where it is directly related to the work of the position. One full year of graduate education meets the requirements for GS-7 (TRANSCRIPTS REQUIRED).

Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.

Preferred Experience: Graduate of a Nursing Assistant or Medical Assistant School preferred; BLS certification preferred; 2 years experience as a Nursing assistant, medical assistant, health technician or similar role preferred; Blood Drawing experience preferred.

Physical Requirements: The work involves long periods of sitting, standing, and walking with regular recurring bending, lifting, and positioning patients. It also involves computer, keyboard, and telephone work. Work is in a clinical setting and involves regular and recurring exposure to infection and contagious diseases. Personal protective equipment may be required.
