Duties: Includes, but are not limited to: This position combines two functions within Engineering Service, which is a Materials Hander (75%) and a commercial vehicle driver (25%). Incumbent must have a valid Virginia Commercial Driver's License (CDL) Class "B" at all times. Serves as the senior materials handler with in-depth knowledge of material handling, movement, and storage. Assists supervisor in developing plans for storage and arrangement of stock in accordance with agency regulations which determine the configuration setup, movement, rearrangement and traffic flow. Responsible for the storage and space utilization in accordance with agency regulations for a specific commodity or equipment group such as general supplies, construction materials, high value items, or electronic systems. Determines organization and arrangement of engineering stock , and identifies high and low usage items according to agency regulations and procedures. Coordinates incoming and outgoing shipments and placement of materials with docking area and scheduling personnel to facilitate movement of materials in accordance with priorities, scheduling requirements, and space allocations. Operates forklifts dependent on the method of shipment, also operate pallet jacks or other material handling methods to safely move larger items. Incumbent is responsible for receipt and storage of office system's furniture, doors, door frames, steel studs, and other supplies. Also, transports patients (including wheelchair patients) between medical centers and special events, and fills in as needed as a driver in the Motor pool. Operates wheelchair vans that accommodate up to eight wheelchairs or 30 passengers with a gross vehicle weight over 10,000 pounds, but not to exceed 26,000 pounds, on a regular and recurring basis to transport patients between medical centers and special events within the surrounding areas. Operates vehicles over federal, state and county roads and city street in all traffic conditions; assists Veterans in and out of the vehicles, observing safety and lifting techniques as appropriate; ensures the safety and comfort of the Veterans during the time the Veteran is en route to destination and/or return to origination point. Takes vehicle for routine maintenance and/or repairs as necessary. Incumbent may occasionally be called on to operate sedans, pickups including crew cabs, and 4X4 vehicles during inclement weather.

Physical Requirements/Working Conditions: Materials Handler (MVO) are often required to stand on hard surfaces for extended periods of time, and to bend, stoop, and work in tiring and sometimes uncomfortable positions. They may lift and carry items that weigh up to 8 kilogram (40 pounds). The heavier items are moved with weight handling equipment or with assistance from other workers.

The driving duties performed by incumbent consists of climbing in and out of vehicles, moderate to heavy physical effort when loading and unloading wheelchair patients, and driving long hours. Incumbent must be physically sound and have good coordination of eyes, hands, feet, and vision and depth perception. Incumbent must be mentally alert to traffic hazards and dangers of the highway. Considerable physical effort may be required to change tires and make limited emergency repairs, such as installing an emergency fan belt or replacing an electrical fuse on open highways.
