Summary

This position is located within the Department of Technology Services (DTS). DTS provides an array of enterprise services to the Judiciary, both for national Judiciary systems managed by the Administrative Office as well as local court-managed systems across the country. The Chief Operating Officer provides technical and operational oversight to the AO Technology Office, the Cloud Hosting and Networks Office, the Enterprise Operations Center, and the Systems Development and Support Office.

Responsibilities

The incumbent of this position will report to the Chief, Service and Business Management Staff and assist in the design and application of project management practices and principles across the aforementioned offices under the Chief Operating Officer supervision. The incumbent shall support the development of work definitions, scope, tasking, work scheduling, project reporting of work progress, and general adherence to the Judiciary ITPM framework for all relevant projects. Duties may include but are not limited to:
  • Change Management: Consistently follow the change management process ensuring all scope changes are assessed for impact to cost, quality, and schedule with project teams.
  • Cost Management: Monitor detailed cost, actual vs budget trends, and develop forecasts. Highlight cost variances along with mitigation plans in project reporting. Ensure all contingencies are allocated appropriately and reported transparently in status updates. Prepare and report EVM data to senior management.
  • Schedule Management: Ensure appropriate base timelines and milestones are developed, and that updates are issued regularly and reconciled to the baseline. Ensure any deviations and mitigation plans in the project are reported.
  • Budget: Ensure projects adhere to allocated budgets. Collaborate with budget analysts on federal budget formulation and execution processes.
  • Risk Management: Hold a risk session with the project teams on a regular basis. Capture risks and mitigation plans in a project risk register. Ensure critical project risks and mitigation plans are identified in management reporting.
  • Demand Management: Develop and maintain an organizational resource pool and align resources to strategic objectives.
  • Prepare and support portfolio and program review presentations for senior manager and executives.

  • Qualifications

    Applicants must have demonstrated experience as listed below. This requirement is according to the AO Classification, Compensation, and Recruitment Systems which include interpretive guidance and reference to the OPM Operating Manual for Qualification Standards for General Schedule Positions.

    Basic Requirements: You must have Information Technology (IT) related experience which demonstrates proficiency in each of the following competencies:
  • Attention to Detail - Is thorough when performing work and conscientious about attending to detail.
  • Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services.
  • Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately.
  • Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations.

    Specialized Experience : Applicants must have at least one full year (52 weeks) of specialized experience which is in or directly related to the line of work of this position. Specialized experience is demonstrated experience in ALL of the areas defined below:
  • Working knowledge of IT business, services, and technology infrastructure domain; AND
  • Demonstrated experience with cost, schedule and change management responsibilities; AND
  • Have an expert understanding of schedule development and management, baseline processes and standards, critical path analysis, resource loading and leveling; AND
  • Has the ability to review and analyze projects, programs, and/or portfolios, and oversee the production of accurate progress/performance reports; AND
  • Working knowledge of project management tools.

    Desired but not required:
  • Formal portfolio or project management experience to include Project Management Certification, PMP.
  • Formal project control experience to include Scheduling Professional Certification, PMI-SP (certification preferred, not required).
