Summary

This position is in the Division of Workforce Relations and Policy (DWRP), Office of Human Resources (OHR) in Rockville, Maryland. The incumbent serves as lead expert for the IHS Performance Management Program and as an expert in Employee Relations (ER) and HR data analytics.

Responsibilities

  • Serves as Performance Officer for the IHS. Leads and coordinates the IHS-wide Performance Management Appraisal Program. Serves as the IHS subject matter expert and consultant on all aspects of performance management. Writes IHS performance policy; interprets Federal, HHS and IHS performance policy; responds to inquiries concerning the IHS and HHS PMAPs; participates in or advises on labor negotiations from a performance perspective; manages the overall IHS performance award program.
  • Develops performance appraisal plans methodology or format changes for approval and based on feedback on implementation reviews and tracking successive versions.
  • In concert with other Division staff, develops long and short-term ER program objectives and priorities. Develops methods of measurement to provide accurate assessments of the program against benchmarks and short and long-range objectives.
  • Serves as an expert in the area of discipline and adverse actions and provides in-depth advice to managers.
  • Develops and implements methods for program-related data tracking and monitoring for cases IHS wide. Analyzes data collected to identify trends and inform senior IHS leadership decision-making.

In addition to the Basic Requirements, you must also meet the Minimum Qualifications stated below.

MINIMUM QUALIFICATIONS:
Your resume must demonstrate at least one (1) year of specialized experience equivalent to at least the next lower grade level in the Federal service obtained in either the private or public sector performing the following type of work and/or tasks: experience providing advice and guidance to supervisors on performance management theory, principles, practices, laws, and regulations; executing performance appraisal program requirements such as employee performance plan issuance, mid-year reviews, and final performance ratings; providing advice and assistance about appropriate disciplinary or other corrective techniques in response to a range of conduct and performance problems; responding to performance and recognition program issues in which there is potential for organizational impact; and analysis to recommend improvements regarding HR functional areas.

You must meet all qualification requirements within 30 days of the closing date of the announcement. Federal employees in the competitive service are also subject to the Time-In-Grade Requirements: Merit Promotion (status) candidates must have completed one year of service at the next lower grade level. Time-In-Grade provisions do not apply under the Excepted Service Examining Plan (ESEP).

Federal Employees earn annual leave at a rate (4, 6 or 8 hours per pay period) which is based on the number of years they have served as a Federal employee. This credited service can be used in determining the rate at which they earn annual leave is earned.
