Summary

This position is located in the Department of Commerce, International Trade Administration's (ITA), Office of the Deputy Under Secretary, Office of the Chief lnformation Officer, Washington, District of Columbia.

The primary purpose of this position involves managing, leading, administering, developing, delivering, and supporting the management and delivery of the agency's digital content.

Responsibilities

  • Performing duties as an IT Specialist (Internet Content Strategist).
  • Providing the technical planning, design, development, testing, implementation, and management of internet and extranet activities, including systems/applications development and technical management of Web sites.
  • Determining the overall technical design and structure of Internet services.
  • Troubleshooting and resolving technical problems with the design and delivery of Internet services.
  • Providing technical advice to Internet content providers.

Qualifications

Applicants must demonstrate that they meet the Basic Requirement AND Minimum Qualification requirements as noted below.

Basic Requirement: You must have IT-related experience demonstrating each of the four competencies listed below:

1. Attention to Detail - Is thorough when performing work and conscientious about attending to detail.
2. Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services.
3. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately.
4. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations.

Minimum Qualifications:
GS-09: You qualify for the GS-09 grade level if you possess one year of specialized experience, equivalent to the GS-07 grade level in the Federal government, performing the following duties:
  • Applying IT methods, technologies and best practices to participate in the design, development and security testing of web applications and web services
  • Applying the principles and methods of web technologies, tools, and delivery systems, including web security, privacy policy practices, and user interface issues
  • Troubleshooting IT systems to provide support that minimizes system interruptions
  • Writing and editing non-technical content for internal and external audiences for electronic publications
OR two full years of progressively higher level graduate education leading to a master's degree or master's or equivalent graduate degree in one of the following majors: computer science, engineering, information science, information systems management, mathematics, operations research, statistics, or technology management or degree that provided a minimum of 24 semester hours in one or more of the fields identified above and required the development or adaptation of applications, systems or networks.

GS-11: You qualify for the GS-11 grade level if you possess one year of specialized experience, equivalent to the GS-09 grade level in the Federal government, performing the following duties:
  • Interpreting and applying a variety of IT methods, technologies and best practices to participate in the design, development and security testing of web applications and web services.
  • Applying the principles and methods of web technologies, tools, and delivery systems, including web security, privacy policy practices, and user interface issues
  • Applying Web page design principles and methods when determining technical design and structure of Internet services
  • Troubleshooting and improving IT systems to provide support that minimizes system interruptions
  • Writing and editing non-technical content for internal and external audiences for electronic publications
OR Ph.D. or equivalent doctoral degree or three full years of progressively higher level graduate education leading to a Ph.D. or equivalent doctoral degree with major study in one of the following majors: computer science, engineering, information science, information systems management, mathematics, operations research, statistics, or technology management or degree that provided a minimum of 24 semester hours in one or more of the fields identified above and required the development or adaptation of applications, systems or networks.

NOTE: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
