Summary

Serves as Chief of the Instrument Systems and Technology Division (ISTD), with the responsibility for planning, organizing, coordinating, and conducting programmatic activities falling within the role and mission of the ISTD at NASA Goddard Space Flight Center.

Responsibilities

  • Provides technical and programmatic management of all earth and space science instruments hardware spanning the entire electromagnetic spectrum including optical systems, electro-optical systems, solid state devices, cryogenic, and microwave systems.
  • Develops and supports the development of partnerships with other organizations internal and external to the agency for instrument developments and the measurements they support.
  • Provides technical and programmatic management in the areas of radiation detectors and associated instrument front-end-electronic readout systems, cryogenic cooling systems, optical systems, laser instrument systems, and microwave instrument systems.
  • Implements and conducts a broad technology program in optical systems, electro-optical systems, solid state devices, cryogenic systems, microwave systems and related technologies in support of the Earth and Space science community.
  • Provides engineering support for a comprehensive array of facilities for development, assembly, integration, and testing a variety of science instruments.
  • Manages advanced capabilities in cryogenic cooling developments and associated technologies to support cryogenic instruments.
  • Manages advanced capabilities in the microwave area in the development of new instrument technology capabilities.
  • Manages advanced capabilities in the laser/lidar area in the development of new instrument capabilities.

Qualifications

To qualify, candidates must have the skill and ability to perform the duties described above as demonstrated by progressively responsible supervisory/managerial experience, normally with several years at the GS-15 level or equivalent, which demonstrates clearly the ability to manage people and resources. Candidates must also demonstrate qualifications in the managerial and technical areas noted below. TECHNICAL QUALIFICATIONS QUESTIONS:

1. Demonstrated experience managing the development and implementation of end-to-end instrument
systems and subsystems for ground-based, sub-orbital, and space flight platforms including advanced
instrument concepts and new technologies in support of programs and projects.

2. Hands on experience in the design, development, implementation and test of optics, cryogenics and fluids,
detectors, lasers and electro-optics, microwave components and systems.

3. Demonstrated experience providing strategic guidance and direction within a highly technical organization for the development of science instruments and subsystems within technical requirements and cost, on time to enable scientific discovery and exploration.

4. Demonstrated leadership and vision in identifying and sponsoring new and emerging instrument systems
and technologies in order to enable future science missions, reduce mission cost, enhance instrument
capability, and simplify mission design, development and operation.

Education

Basic Education Requirement: A bachelor's degree from an accredited college or university with major study in engineering, physical science, mathematics, life sciences, computer science, or other field of science. Degrees in engineering technology are not considered to be qualifying for this position.
