Summary

This position is located in the Directorate for Education and Human Resources, Division of Research of Learning in Formal and Informal Settings. This division manages a range of novel, innovative grant programs that constitute a comprehensive approach to supporting research and development across the life span and across learning environments in STEM.

Responsibilities

The incumbent applies analytical techniques and information management skills to capture, assemble and disseminate data for assigned projects. The incumbent conducts analyses, prepares evaluations, coordinates activities, and provides advice to management in one or more of the following areas:

Analysis and Reporting

• Using public NSF data and external databases, identify trends and impacts of division supported research. • Using internal data, analyze work load to support efficient and timely completion of proposal processing and award management • Use appropriate data from internal and external systems to prepare speeches, reports, and presentations for division and directorate leadership. Uses Power Point and other visual programs to prepare drafts for these presentations. • Using internal and external data, working with program officers, prepare highlights, respond to requests for information from Directorate leadership for Congressional or other constituents.

Business Process Management

• Works collaboratively with program officers, program specialists and other division staff t to analyze work processes and develop new processes to standardize procedures and enhance division work. • Evaluates the effectiveness of administrative procedures, new technologies and systems and the consistency of their contributions to the accomplishment of organizational/program goals and objectives. Recommends changes, as appropriate to meet short and long-term strategic plans and objectives of organizations.

Project Management

• Plans, develops, coordinates, organizes, implements, communicates, and tracks project plans, guidelines, budgets, procedures and timetables including recommending changes in policy and management activities for these projects. Examples of assignments include: the impact on internal resources of newly funded program initiatives; making recommendations on the redistribution of resources due to budget cuts; and identifying external resources that may be available to support organizational programs. • Performs management studies to evaluate and measure the progress and success of division activities and programs and recommends ways to improve the effectiveness and efficiency of these programs.

The incumbent actively participates in management meetings held to make decisions with regard to modifying or initiating programs or projects. The incumbent makes suggestions for possible alternatives or options management may consider before initiating new projects.

Qualifications

To qualify at the GS-11 level, you must have one of the following:

1.Applicant must have at least one year of specialized experience equivalent to the GS-09 level in the Federal service. Examples of specialized experience may include applying analytical and evaluative methods and techniques to project work assignments involving the effectiveness of administrative support functions and/or program operations.

OR
2. Possess a Ph.D. or equivalent doctoral degree.
OR
3. Possess 3 full years of progressively higher level graduate education leading to a Ph.D. or equivalent doctoral degree.
OR
4. Possess a combination of post high school education and experience that combined meet the qualification requirements for this position.

For the Grade 12 position:

To qualify at the GS-12 level, you must have at least one year of specialized experience equivalent to the GS-11 level in the Federal service. Examples of specialized experience include: applying analytical and evaluative methods and techniques using both quantitative and qualitative analysis; compiling and analyzing program statistics; and preparing evaluations of program activities.

Education may be substituted for experience as described in "Qualifications."
