Summary

This position is part of the Defense Threat Reduction Agency. The incumbent serves as a nuclear deterrence expert and nuclear strategic policy advisor to multiple high-level United States Government, DoD, IA and NATO projects, programs, committees, and groups.

Responsibilities

As a SUPERVISORY NUCLEAR DETERRENCE SPECIALIST at the GS-0301-15 some of your typical work assignments may include:
  • Lead a team of highly specialized nuclear and strategic and deterrence critical thinkers. Establishes criteria to measure and/or predict attainment of Division goals and objectives. Assesses and rates the effectiveness and efficiency of personnel efforts and program operations
  • Conducts special studies, proposes options and alternatives, represents the agency and participates in committees and seminars of DTRA DoD and IA importance.
  • Manages the development of Agency positions on strategic national security policy issues and advises senior leadership and colleagues on a broad spectrum of nuclear matters. In this capacity will interface with policy, programming and deterrence experts from across the DoD, Services and IA.
  • Develops and manages implementation of concepts, policy guidance, and critical operations for national continuity-related activities for the Directorate. Participates in and leads the analyses of U.S. nuclear forces structure, posture, plans and capabilities in national security requirements.
  • Responsible for the creation and publishing of nuclear and deterrence articles, papers or similar thought pieces. Facilitates senior leader discussions on nuclear deterrence, strategy and policy at the national and international levels. Authors nuclear deterrence position and policy papers for DoD and the Nuclear Weapons Council (NWC); provides thought leadership on nuclear deterrence issues.
  • Leads Agency input to the NWC; the NWC Standing and Safety Committee (NWCSSC) and other federal advisory groups and review panels as established by the Executive Branch. Participates in the management, execution or implementation of requirements stemming from Presidential Policy Directives (PPD) and related Departmental issues.
  • At the senior-level, coordinates with high-level government offices and agencies to ensure that responses, standards and procedures are current and promote national defense. Makes recommendations for policy revisions and necessary and engages in analyses of Directorate strategic planning procedures and requirements for senior decision makers.

Qualifications

You may qualify at the GS-15, if you fulfill the following qualifications:

A. One year of specialized experience equivalent to the GS-14 grade level in the Federal service:
  • Analyze work conducted by policy and doctrine staff experts, partner academic, think tank and other governmental nuclear and/or deterrence development entities.
  • Develop & implement nuclear & deterrence related strategy for broader USG and Allies acceptance.
  • Plan and schedule ongoing nuclear policy, doctrine and strategy development work on a weekly and monthly basis and direct assignments of similar duration.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Education

Substitution of education may not be used in lieu of specialized experience for this grade level.
