Responsibilities

  • Monitor environmental programs through analysis of various databases.
  • Review construction project requirements during the current and upcoming fiscal years.
  • Recommend solutions to environmentally related problems.
  • Review National Environmental Policy Act (NEPA) projects to ensure compliance with regulations.
  • Analyze current and projected requirements for assigned environmental region.
  • Implement the American Society of Testing and Materials (ASTM) standard practice for conducting Environmental Baseline Surveys and Environmental Site Assessments.
  • Provide Environmental Condition of Property (ECOP) reviews and analysis for a region consisting of 14 different States.
  • Provide briefings to staff on matters pertaining to environmental program areas.

In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Experience Required:

GS-12 To qualify based on your work experience, your resume must describe at least one year of experience which prepared you to do the work in this job. Specialized experience is defined as: Implement National Environmental Policy Act (NEPA) policy and guidance; implement Comprehensive Environmental Response Compensation, and Liability ACT (CERCLA) policy and guidance as it pertains to American Society of Testing and Materials Standards (ASTM); conduct and prepare Categorical Exclusion Projects (CatEx), EAs (Environmental Assessments, and/or EISs (Environmental Impact Statements); contribute ideas for presentations while working with multidiscipline teams, and review Environmental Condition of Property (ECOP) documents and report comments to the 54 States and Territories including Environmental Baseline Studies (EBS), Phase I Environmental Site Assessments (ESAs), Phase II ESAs and Pre-Construction Assessments (PCAs). This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11).

GS-13 To qualify based on your work experience, your resume must describe at least one year of experience which prepared you to do the work in this job. Specialized experience is defined as: Maintain environmental data base systems; Prepare, conduct and/or evaluate CATEXs (Categorical Exclusion Projects), EAs (Environmental Assessments), and/or EISs (Environmental Impact Statements); administer policy guidance which includes Comprehensive Environmental Response, Compensation, and Liability ACT (CERCLA) and American Society of Testing and Materials (ASTM) standards; implement environmental programs related to Federal and State regulations and policies; prepare for and lead presentations; work with multidiscipline teams; prepare and assist in the re-write of NEPA (National Environmental Policy Act) Handbooks; manage a region of up to 14 States for Environmental Condition of Property (ECOP) compliance; and perform Contracting Officer's Representative (COR) duties. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12).

Time in Grade Requirement:

GS-12: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-11).

GS-13: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-12).
