Summary

This position is located in the Office of the Deputy Assistant Secretary for Human Resources and Chief Human Capital Officer (DASHR-CHCO). The incumbent serves as an expert advisor providing research and trend analysis on programs in the office of the DASHR-CHCO addressing critical human capital issues, policies and programs that have Treasury-wide impact.

Responsibilities

The following are the duties of this position at the GS-13. If you are selected at a lower grade level, you will have the opportunity to learn to perform all these duties, and will receive training to help you grow in this position.
  • Gathers information, conducts research, and completes analysis concerning critical human capital issues and management problems utilizing mathematical techniques, statistical methods, and scientific discipline.
  • Serves as a Treasury community lead in the areas of HR data analytics, data management, learning technologies and HRIT
  • Assists in the identification and proposal of Departmental solutions to maximize corporate resources and to address workforce challenges related to talent development and management.
  • Collaborates with management in employing change process concepts and techniques by assessing organizational readiness for change, marketing organizational awareness, and leading change initiatives aimed at the maximizing of Treasury human resources.

Qualifications

You must meet the following requirements within 30 days of the closing date of this announcement.

Specialized experience: For the GS-12, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-11 grade level in the Federal service. Specialized experience for this position includes performing Management and Program Analyst work by conducting research and analysis of statistical data to support critical Human Resources Business issues. Examples could include but are not limited to the following:
-understanding and utilization of workforce statistics, HR IT solutions, project management and process improvement techniques.
-working with data to identify data quality issues and work with the appropriate contacts to facilitate correction.
-gathering information, conducting research, and completing analysis concerning critical business issues and management problems utilizing mathematical techniques, statistical methods, and scientific discipline, providing a quantitative basis for decision making to improve organizational policies or operations.
-coordinating the efforts of project team members and support staff in order to efficiently accomplish the particular objective.
-demonstrating various levels of oral and written communication (such as preparing reports, briefings or recommendations) to audiences ranging from senior level officials to bureau level employees; and gathering, analyzing and presenting data from numerous formats such as employee viewpoint surveys, competency assessments or metrics.

In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable:
For the GS-12, you must have been at the GS-11 level for 52 weeks.

Examples could include but are not limited to the following:

-working with data to identify data quality issues and work with the appropriate contacts to facilitate correction.
-gathering information, conducting research, and completing analysis concerning critical business issues and management problems utilizing mathematical techniques, statistical methods, and scientific discipline, providing a quantitative basis for decision making to improve organizational policies or operations.
-demonstrating various levels of oral and written communication (such as preparing reports, briefings or recommendations) to audiences ranging from senior level officials to bureau level employees; and gathering, analyzing and presenting data from numerous formats such as employee viewpoint surveys, competency assessments or metrics.

OR

you may substitute education for specialized experience as follows:
- a Ph.D. or equivalent doctoral degree; OR
- 3 full years of progressively higher level graduate education leading to such a degree; OR
- a LL.M., if related; OR
- have a combination of specialized experience and graduate level education. Only graduate level education in excess of the second year may be used as qualifying when combining education and experience.

In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable:
For the GS-11, you must have been at the GS-09 level for 52 weeks.

CONDITIONS OF EMPLOYMENT:
