This position is located in the Workforces Strategies and Effectiveness Branch (WSE), Office of Human Resources (OHR), Smithsonian Institution (SI). The Workforces Strategies and Effectiveness Branch is responsible for developing and managing SI wide human resources management programs and policies in the areas of workforce analysis and planning, succession management, competency management and employee development and learning.

Branch initiative and programs directly contribute to improved workforces' stability, productivity, efficiency, employee morale, and provides support that is instrumental to management resources planning, changing work requirements and future needs. The incumbent performs a wide variety of human resources (HR) data and analytical tasks with HR management for assessing the effectiveness of and for use in workforce analysis, trust and federal benefits administration, personnel action processing, audits, etc

The incumbent will also perform the following duties:
  • Serves as the lead on all change management communications and in the development of reports for HR strategic responsibilities, projects and external agencies auditors.
  • Coordinates with Office of the Chief Information Officer (OCIO) and OHR teams to analyze all HR Information System (HRIS) requirements and develop and implement various HRIS procedures
  • Maintains data in HRIS systems and databases and assures information is available on a timely basis.
  • Leads HRIS change management processes based on feedback/requests and facilitate HRIS change management review board in a cross-functional, matrixed environment.
  • Monitors HRIS integrations to ensure they are functioning properly and troubleshooting any issues.
  • Trains, coaches, advises, and provides technical assistance and resources to the human resource team, liaisons, managers and supervisors to assure improved performance and utilization of HRIS systems for increased proficiency and responsiveness in all service delivery areas.

Qualification requirements, including one year time-in-grade at the next lower grade level for promotion candidates, must be met within 30 days of the job announcement closing date.



You qualify for this GS-13 position if you possess one year of specialized experience at the GS-12 level. For this position specialized experience expert for Human Resources Information Systems (HRIS) on process reengineering teams, requirements analysis teams, or implementation and conversion teams; performing research with HRIS; creating, producing, and modifying reports; and developing strategic plans for the development, enhancement, maintenance, and future development of HRIS.

PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid work on the same basis as for paid experience. Part-time experience will be credited on the basis of time actually spent in appropriate activities. To receive credit for such experience you must indicate clearly the nature of the duties and responsibilities in each position held and the average number of hours per week spent in such employment.
