The Washington Metropolitan Area Transit Authority (WMATA) is seeking a dynamic individual for the position of Superintendent, Contract Maintenance and Station Enhancement. The incumbent in this role is responsible for general construction and maintenance activities associated with the function of its stations and facilities as well as overseeing directly affiliated construction efforts during the nightshift. Knowledge of management of quality control of work activities across multiple disciplines to include, carpentry, masonry, surface finishing as well as heavy equipment cleaning functions is required. The incumbent also must provide management of budgetary oversight and have the ability to develop routine reports highlighting current financial status and forecasts.

Minimum Qualifications:

Graduation from an accredited college or university with a Bachelor's Degree in civil, mechanical, or industrial engineering, or a related field and seven (7) years demonstrated, successful and progressively responsible experience in the maintenance and repair of large diverse industrial structures, systems and mechanical support equipment. Knowledge of construction and contract management and administration is also required.

Or, an equivalent combination of post high school education and more than nine (9) years of progressively responsible experience in transportation management, technical, administrative and in the maintenance and repair of large diverse industrial structures systems and mechanical support equipment. Knowledge of construction and contract management and administration is also required.

Job Summary/Duties:

This is a project management, administrative and supervisory position requiring the effective and efficient project management of a multitude of capital improvement programs and contracts for repair/maintenance of physical plant facilities and complex mechanical equipment systems. Employee oversees rehabilitation of Metrorail stations through effective management of a station enhancement program. Employee coordinates with OIRP to ensure that engineering, rehabilitation and replacement of physical plant structures and mechanical equipment systems are performed in an effective and efficient manner. Employee provides contract and technical oversight; identifies priorities for equipment system rehabilitation/replacement; and assigns supervisory on-sight support for monitoring installation/testing/construction activities of both in-house and contractor crews. Employee demonstrates a high degree of creativity, foresight and mature judgment in planning, organizing coordinating and solving unprecedented engineering and construction problems. Employee reports to the Assistant Director, Plant Maintenance (PLNT).

Provides effective leadership, direction and management of capital improvement programs and contract repairs of facilities and complex mechanical equipment systems, including drainage pumping stations, tunnel ventilation systems, chiller plants, tunnel firelines and railcar and bus wash systems.

Coordinates with OIRP to ensure that engineering, rehabilitation and replacement of physical plant structures and mechanical equipment systems are performed in an effective and efficient manner. Takes appropriate steps to ensure their continuous availability and their safe and efficient use in the provision of rail and bus transportation service and related support activities.

Identifies design standards; assists in solving unprecedented engineering and construction problems; provides technical oversight to review and approve contract specifications; and identifies scheduling priorities.

Supports OIRP in implementing rehabilitation/replacement programs by assigning supervisory staff to monitor testing, installation, construction, repair and replacement activities; coordinates access requirements; provides oversight and feedback to ensure finished product meets contract specifications and projects are completed on schedule and within budget.

Oversees rehabilitation of Metrorail stations through an effective station enhancement program to return stations to new condition. Directs efforts to schedule and implement major and mini-enhancements. Conducts follow-up inspections to ensure established standards have been met.

Assists in planning, coordinating and managing all aspects of budget preparation and execution for the branch, in coordination with OIRP. Assists in managing resources to ensure that activities are accomplished on a sound fiscal basis, and are completed in a safe, efficient and effective manner.

Maintains extremely high level of technical knowledge and understanding of state-of-the art technology to manage and resolve complex maintenance problems.

Coordinates activities to implement a comprehensive system for quality control and configuration management for systems within area of functional responsibilities. Makes frequent field inspections to observe maintenance activities. Ensures that contract deliverables (i.e., operations and maintenance manuals, drawings, training, etc.,) are provided as required.

Ensures that contingency plans are provided for in the event of an emergency and that properly trained personnel and appropriate equipment are available on a timely basis to ensure the effective restoration of the system to normal operations.

Supervises subordinate staff to include recommending applicant selection, disciplinary actions, resolution of grievances, assigning duties, directing work, approving leave requests and time sheets, and ensuring appropriate subordinate training is provided. Establishes work plans for subordinates against which they will be measured and conducts performance evaluations.

Conducts research and prepares recommendations for complex engineering and construction problems; prepares and delivers concise, authoritative written or oral reports regarding work performance, goals, trends and budget adherence.
