The minimum pay for this position is $166,500.00. Pay is set based on consideration of the selectee's current salary and other factors. This position is only eligible for situational telework only.

The Bureau of Ocean Energy Management (BOEM) is responsible for managing the development of the nation's Outer Continental Shelf (OCS)conventional and renewable energy and mineral resources in an environmentally and economically responsible way. The functions of BOEM include leasing, environmental science, environmental analysis and assessment, resource evaluation, economics, financial assurance and plan administration.

The Office of Strategic Resources Chief directs and oversees the Bureau's conventional energy and mineral leasing, economics, cadastral and related geospatial services, resource evaluation, and financial assurance programs. The Office of Strategic Resources Chief serves under the general administrative direction of the Deputy Director, Bureau of Ocean Energy Management. The Office Strategic Resources Chief is responsible for providing strategic guidance to the Director and Deputy Director on how to best manage the development and implementation of offshore resources and oversees the development of the National OCS Oil and Gas Leasing Program, National Assessment of OCS oil and gas resources, National OCS Sand Inventory, as well as the Bureau's efforts to assess and potentially lease OCS Critical Minerals.

Major Duties include: but are not limited to

Serves as a key advisor to the Director and Deputy Director regarding the Bureau's leasing, economics, cadastral and geospatial services, resource evaluation, and financial assurance programs. Directs strategic planning, establishes priorities, monitors and measures performance, and oversees program improvement for these programs. Directs the development and implementation of the OCS oil and gas and non-energy mineral leasing programs.

Oversees the leasing process and leasing schedule. Ensures all leasing activities are coordinated with appropriate officials within and outside the Department. Ensures accurate and timely reporting of leasing activities. Directs and manages the development and implementation of the National OCS Oil and Gas Leasing Program, ensuring appropriate integration of economic and resource evaluation decisions into a singular decision framework.

Oversees the Bureau's economic policy and evaluation programs. Ensures relevant and appropriate economic analysis to support policy development, resource estimation and fair market value analyses, evaluation of proposed regulations, and renewable energy program requirements. Directs guidance and technical support regarding the assessment of mineral potential of the OCS through the resource evaluation program. Directs the development and implementation of the National OCS Sand Inventory. Develops policy and implementation strategies for assessment and potential leasing of OCS Critical Minerals. Develops policy and implementation strategies for the Bureau's Financial Assurance Programs.

Conceives and directs the preparation of program and policy issue and/or support papers, including major budget initiatives related to program responsibilities. Such projects are highly analytical on a scientific, technical, or managerial basis and originate as proposals or responses to the Director, the Secretary of the Interior, or the Congress.

Advises and consults with officials within the Department, with other Federal agencies, with State, local and Tribal governments, and with stakeholder and public interest groups on matters pertaining to programs under their purview. Represents the Director and the Department in major conferences.

Supervises the Office of Strategic Resources Deputy Chief, Division managers, Chief of Staff, and Executive Administrative Specialist.

This is a Category 3 position.

As a basic requirement for entry into the SES, applicants must provide evidence of progressively responsible executive leadership and supervisory experience that is indicative of senior executive level management capability and directly related to the skills and abilities outlined under Executive Core Qualifications and Technical Qualifications listed below. The ideal candidate will have experience supervising employees through subordinate supervisors and have experience hiring, developing, and evaluating employees. Typically, experience of this nature will have been gained at or below the GS-14/15 grade level in the federal service or its equivalent in the private sector or non-governmental organizations. Failure to meet this basic qualification requirement and all executive and technical qualification factors automatically disqualifies an applicant.

Applicants who meet all the mandatory executive and technical qualifications will be evaluated by a panel of SES members to determine the degree to which they possess each of the listed qualifications. This evaluation will determine which applicants are best qualified. Total background, including experience, education, awards, self-development, and training will be reviewed.
