Responsibilities

This position serves as the Deputy Chief Financial Officer for the Executive Office for United States Attorneys (EOUSA) and the 93 United States Attorney's Offices (USAOs) throughout the country and works closely with the Chief Financial Officer (CFO) to manage funding and related activities across numerous accounts. This position serves as a critical steward of the community's funding and the primary architect of financial strategy and execution, performing a unique mix of policy, oversight, analytical, and accounting responsibilities to carry out this role. Additionally, this position helps direct policy development and implementation, oversees program reviews and analyses, and coordinates special management and training programs or projects having community, Department of Justice (DoJ) and government-wide impact. Typical assignments include:
  • Evaluate policies and directives from DoJ and advise on action necessary to establish the framework of EOUSA financial management policy. Provide for the control, coordination, and continuity of programs and operations by accomplishing the necessary interface with DoJ personnel and the USAO community and by working with key staff in developing strategic plans.
  • Plan work to be accomplished by subordinates, set and adjust short-term priorities, and prepare schedules for completion of work.
  • Identify and monitor actual or potential problem areas that require CFO decision and recommend courses of action that will resolve the problems or correct deficient performance.
  • Negotiate with stakeholders on the mechanisms used to provide funding, report spending, share or cover expenses, and ensure compliance with programmatic and financial requirements.
  • Provide expert advice to senior Department officials, the Director of EOUSA, and United States Attorneys on financial matters. Advisory services relate to legal and regulatory guidelines governing the expenditure of funds and to alternative approaches to funding major program initiatives that will result in overall litigative efficiency and effectiveness.
  • Concentrate special attention upon challenges and issues that inhibit the attainment of CFO objectives and provide for disposition of those matters.
  • Review, analyze, evaluate, and edit the work product of other employees, including senior management staff, to ensurs its accuracy, completeness, and suitability for its intended purpose; prepare and conduct briefings to senior officials using multi-media presentation technology; communicate effectively, orally and in writing, to organizational elements of EOUSA, the Department, higher authorities, and the community.

Qualifications

GS-15: To be qualified at the GS-15 level, you must have at least one year of specialized experience equivalent to the GS-14 level in federal service providing managerial leadership over a large complex multi-level federal financial portfolio; establishing controls and continuity of an agency level federal financial management program; identifying problem areas and recommending actions to improve federal budget operations; evaluating policies and directives and advising on actions necessary to establish the framework of an agency's financial management policy; supervising and providing leadership to a staff of financial management professionals.
