Serves as a Senior General Law Attorney providing comprehensive legal support to the Army Program Executive Office, Enterprise Information Systems (PEO EIS), and subordinate acquisition program offices, on a wide range of legal issues including Government ethics and standards of conduct; Federal fiscal and appropriations law; general administrative law including investigations and inquiries concerning military and civilian personnel, and civilian personnel law; Government information practices; and legal aspects of acquisition program management of information technology systems including contract law and data rights. Incumbent works under the general technical supervision of the U.S. Army Contracting Command, Redstone Arsenal, Chief Counsel; and under the direct supervision of the senior attorney at Headquarters, PEO EIS, yet exercises independent judgment and responsibility for assigned workload.

This is a DoD Civilian Acquisition Workforce Personnel Demonstration Project (Acq Demo) position. Under the streamlined personnel operations, the familiar 15 General Schedule pay grade structure is replaced with a broad band pay schedule. This position is covered by the NH-04 pay band with a salary range of $117,191 - $166,500. Therefore, the control point for this position will be set no higher than $152,352.
  • Serve as a Senior General Law Attorney supporting the Army Program Executive Officer, Enterprise Information Systems (PEO EIS) and subordinate acquisition program offices. PEO EIS is responsible to the Assistant Secretary of the Army, (Acquisition, Logistics and Technology) for developing, acquiring, integrating, and deploying information technology (IT) systems that support Army and Department of Defense wide communications, logistics, medical, finance, personnel, training, and procurement operations.
  • Incumbent will advise on a wide range of legal issues including Government ethics and standards of conduct including serving as an Ethics Counselor; Federal fiscal and appropriations law; general administrative law including investigations and inquiries concerning military and civilian personnel, and civilian personnel law; Government information practices including Privacy Act and Freedom of Information Act; and legal aspects of acquisition program management of information technology systems including contract law and data rights.
  • Identifies, conducts research, and independently resolves complex legal issues, sometimes in the absence of clear-cut precedents or authorities.
  • Advises concerning legal implications present in current and long-range mission plans and programs related to the PEO EIS mission.
  • Formulates broad legal policy for PEO EIS mission accomplishment, and develops legal policy guidance on programs, operating guidelines and approaches.
  • Represents PEO at meetings with others outside of the PEO on PEO legal matters.

The following minimum qualification requirements must be met before applicants are eligible for further consideration.·
  • Education: An applicant must have successfully completed a full course of study in a school of law accredited by the American Bar Association (ABA) and have the first professional law degree (LLB or JD).·
  • Bar Membership: An applicant must currently be a member in good standing of the bar of a state, territory of the United States, District of Columbia, or Commonwealth of Puerto Rico.·
  • Experience: An applicant must have three or more years of professional legal experience, acquired after being admitted to the bar commensurate with the duties and responsibilities of the position. Graduation from an ABA Accredited law School in the top 25% of the class or an advanced law degree such as an LLM may substitute for one year of the required professional legal experience.
