Summary

The mission of the Office of Risk Management (ORM) is to champion Treasury-wide efforts to manage risk and advise senior leaders and their teams on the strategically-aligned portfolio view of risks at Treasury and throughout the federal government where Treasury is involved. ORM is charged with creating a robust risk management culture and overseeing the development and implementation of an integrated and enterprise-wide risk management framework for the Department.

Responsibilities

The following are the duties of this position at the GS-14. If you are selected at a lower grade level, you will have the opportunity to learn to perform all these duties, and will receive training to help you grow in this position.
  • Serve as an analyst on a wide range of risk management matters, and provide assistance in identifying and advising on mitigation efforts regarding the most significant risks facing Treasury and the federal government;
  • Provide analysis of program data and issues that may include producing Treasury-wide risk monitoring reports, detailed risk assessments, and other reports as needed.
  • Plan, develop, recommend, coordinate, and implement risk management policies and strategies;
  • Provide technical support and analyses on credit, market, and liquidity issues, as well as on non-financial risks, such as operational, strategic, governance, and reputational risks;
  • Develop, produce and prepare policy statements, written materials, including briefing or issue papers, and memoranda for the ASM/CRO and other senior Treasury officials for the purpose of meetings, speeches, interviews, and testimony.

Qualifications

You must meet the following requirements by the closing date of this announcement.

Specialized experience: For the GS-13, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-12 grade level in the Federal service. Successful experience can be gained in the Federal service or its equivalent in state or local government or private sector organizations. Specialized experience includes all of the following:
  • Experience assisting in the analyses of risks and implementation of risk management policies and strategies; AND
  • Experience assisting in the formulation of risk management policy and guidance or instruction for an organization, or management team; AND
  • Experience assisting in the analysis of operational, strategic and reputation risk reviews of business units, divisions or programs; AND
  • Experience creating and delivering presentations.

  • Experience formulating Enterprise Risk Management (ERM)/ risk management policy guidance and instruction for an organization or management team; AND
  • Experience developing, conducting, and reporting the results from analysis of operational, strategic and reputation risk reviews of business units, divisions or programs; AND
  • Experience creating and delivering presentations to upper management.

CONDITIONS OF EMPLOYMENT:
- A one year probationary period may be required.
- Must successfully complete a background investigation.
