Job Announcement

Responsible for the overall supervision and management of four (4) assigned residential programs for adults with developmental disabilities. Ensures that services are provided in accordance with agency, county, state and federal requirements. Responsibilities include ongoing review of programs to ensure that services are provided in a comprehensive manner. Primary responsibilities include the direct supervision of assigned residential program managers. Also responsible for providing technical and administrative support across all directly operated programs and services in the following areas: service plan compliance; integrity of electronic health record (EHR) in compliance with waiver requirements; medical and behavioral healthcare; compliance with all licensing regulations to include the residential physical environment, oversight of compliance with procedures to include financial management; onboarding of new employees; team support with transition and project planning; adverse incident report processing; on-call rotation and back-up support of other program coordinators, as needed.

For Positions in CSB Residential Services:
Ensures that facilities are well maintained and in compliance with governing standards.

For Positions in CSB Residential and Support Coordination:
Provides clinical consultation, supervision, evaluation and oversight to lower level specialists;
Makes clinical assignment of cases based on assessment of client needs, staff experience and caseload levels;
Consults with professionals on a variety of problems including delivery of needed services for clinically complex cases;
Ensures the proper development, implementation and review of individual service plans;
Communicates agency mission to subordinate staff and advises on its implementation;
Ensures compliance with Medicaid regulations;
Prepares and/or reviews administrative reports, forms, and files to ensure compliance with program licensure and certification requirements;
Provides liaison to community agencies to facilitate communication and service provision for consumers requiring multiple services;
Acts as an advocate for clients;
Represents the agency on regional, county, state and multi-agency committees;
Investigates, analyzes, and reviews issues affecting service delivery;
Ensures adherence to, and implementation of, federal, state, local, and agency regulations and licensure standards;
Represents service area director in management team and other meetings.
Maintains ongoing communication with families, landlords, county programs and agencies, and state agencies.

Required Knowledge Skills and Abilities

Extensive knowledge of principles, practices, methods, and techniques related to treatment of persons with intellectual disability or other developmental disabilities;
Knowledge of major methods of treatment of developmentally disabled individuals;
Knowledge of intake procedures, social history development and interviewing techniques;
Knowledge of community resources, including relevant public and private organizations;
Knowledge of psychiatric, psychological, and/or sociological terminology and concepts;
Knowledge of federal, state, and local laws and regulations, as well as issues relevant to human rights, mandated reporting, and skill in applying this knowledge to a variety of situations;
Ability to supervise and train service professionals;
Ability to conduct performance evaluations and implement personnel procedures;
Ability to successfully perform as a team member/leader;
Ability to recognize external behavioral symptoms of developmentally disabled individuals who may concurrently exhibit signs of mental illness or substance abuse;
Ability to establish rapport and maintain effective relationships with clients;
Ability to develop and maintain effective working relationships with subordinates, co-workers, public and private sector organizations, community groups and the general public;
Ability to recommend alternatives to allow for individual choice in services;
Ability to communicate effectively, both orally and in writing;
Ability to maintain records and prepare reports.

Employment Standards

MINIMUM QUALIFICATIONS:
Graduation from an accredited college or university with a bachelor's degree in psychology, social work, or a related field; plus five years of experience working with individuals with developmental disabilities; masters can be substituted for 1 year of experience; or graduation from an accredited college or university with a doctoral degree in psychology, social work, or a related field.
CERTIFICATES AND LICENSES REQUIRED:

Contingent upon the area of assignment, some positions within this class may require specific certification(s) prior to employment and/or the ability to acquire necessary certification(s) within a specified time period following employment. The certifications are identified in the position description and employment advertisement.
  • Valid motor vehicle driver's license with fewer than six demerit points (or equivalent in another state) at time of appointment and maintained throughout employment with CSB.
  • Qualified Intellectual Disability Residential Specialist (QIDRS) - (Required within 1 month)
  • MANDT (Required within 3 months)
  • First Aid and CPR certification and maintained throughout CSB employment. (Required within 3 months)
  • Medication Administration Assistance Certification (VA) (Required within 3 months)

NECESSARY SPECIAL REQUIREMENTS:
The appointee to this position will be required to complete a criminal background check, a Child Protective Services Registry, a driving record check, and sanction screening to the satisfaction of the employer. A TB screening upon hire and annually thereafter.

This position is emergency/essential services personnel. (Required to report for duty during inclement weather and/or other emergencies).

PREFERRED QUALIFICATIONS:
  • Three or more years of residential program management experience with strong administrative and supervisory skills.
  • Experience with people with Intellectual and development disabilities.
  • Experience with and a good understanding of Medicaid and Medicaid Waivers.
  • Good computer skills.

PHYSICAL REQUIREMENTS:
Ability to lift up to 35 lbs; use keyboard driven equipment; travel between sites and attend meetings; and drive a county vehicle. All duties performed with or without reasonable accommodations.
