This is a re-announcement of job # 19-01909. Applicants who applied previously and are still interested in this opportunity should reapply to be considered. Oversees all the Department of Family Services (DFS) human resources operations, including, but not limited to personnel and position management for all DFS local and state positions, organizational structure management, workforce planning, agency-wide HR audits, records management, and agency training. Performs professional human resources work that may include a variety of HR duties such as position management, personnel management, workforce planning, research, data analysis and reporting, training and professional development, and interpreting and establishing HR policies and procedures. Analyzes human resources business processes and makes recommendations for improvement. Performs related work as required or requested for the benefit of DFS.

Illustrative Duties

  • Administers human resources programs for Department, i.e, tuition assistance, pay for performance, FMLA;
  • Assists with employee relations issues;
  • Assists with workforce planning initiatives for department;
  • Researches and provides analysis of HR issues and initiatives;
  • Assists with recruitment processes for department.


Required Knowledge Skills and Abilities

  • Basic knowledge of principles of HR administration and management principles and practices;
  • Basic knowledge of federal, state, and county laws, regulations and ordinances pertaining to human resources;
  • Ability to use computer hardware and software;
  • Ability to gather and analyze data;
  • Ability to establish and maintain effective relationships with applicants, employees, and County officials;
  • Ability to speak and write effectively.


Employment Standards

MINIMUM QUALIFICATIONS:

Any combination of education, experience, and training equivalent to the following:

Graduation from an accredited four-year college or university with a bachelor's degree in human resource management, public administration, or a related field.

BRIDGE CLASS EMPLOYMENT STANDARDS:

Four years of increasingly complex technical administrative experience in the assigned

functional area, comparable to experience at the Administrative Assistant IV, or higher, level. This class can serve as a bridge class enabling individuals who do not meet the educational or professional experience standards listed above to qualify for this class by possessing four years of increasingly complex technical administrative experience in the assigned functional area, comparable to experience at the Administrative Assistant IV, or higher, level. The purpose of this bridge class is to promote upward mobility within the Fairfax County

workforce. However persons qualifying for this class on the basis of their technical experience may not substitute this technical experience for education, or for professional experience, in order to qualify for other employment opportunities.

PREFERRED QUALIFICATIONS:
  • A minimum of one (1) year experience in supervising human resources staff.
  • Knowledge of federal, state and local HR laws and regulations.
  • A minimum of one (1) year experience with human resources information systems, especially FOCUS/SAP and PEAQ/SAS.
  • Minimum of one (1) year of experience working in the Virginia Department of Social Services HRIS system.
  • Minimum of one (1) year of experience working in a human services environment.
  • Knowledge of human resource practices in a local government environment.
  • Experience using word processing, spreadsheet, and presentation software to prepare documents, store, track, manipulate, and analyze information; with advanced skills in the use of Microsoft Office computer software, especially Excel, Word and Outlook.

NECESSARY SPECIAL REQUIREMENTS:
The appointee to the position must complete a criminal background check and a check of the child protective services registry to the satisfaction of the employer.

PHYSICAL REQUIREMENTS:
Ability to communicate clearly with others, orally and in writing, and make presentations. Job is generally sedentary; however, employee may be required to walk, stand, bend, and carry items up to 15 pounds. Ability to use automated technology. All duties performed with or without reasonable accommodations.
