Vice President, Operations Manager (Level III Division Manager) - Aviation and Maritime Technologies Division within the Air and Sea Forces Support Sector

Essential Job Functions:

Profit and Loss responsibility along with key leadership responsibilities to include business capture, proposal development, customer delivery, planning, budgeting, recruiting, team development and leadership consistent with company values, customer relations, business development, contracts administration and financial management for a division reporting to one of three company sectors.

Management of an over 120 person organization with approximately 17 subordinate managers/project leads.

Responsible for personnel management to include recruiting, retention, career path, morale, and staff assignment.

Experience in the Federal Government technical services sector with a specific focus on DoD (USN and USAF). Responsible for a top line Revenue budget of about $25M annually. Portfolio includes engineering technical services, software support, and software product/solutions based contracts.

Develop annual budget projections for direct labor, subcontract revenue, total revenue, and indirect spending.

Manage revenue, indirect spending and profit in alignment with annual budgets

Oversee project performance including financial performance, schedule performance, technical accomplishments and customer satisfaction

Oversee software process improvement program to include maintaining compliance with CMMI

Responsible for Growth of assigned portfolio. Responsible for leading business development strategy and execution including establishing strategic growth targets, evaluating potential opportunities, leading capture efforts. Proposal efforts include leading efforts as the proposal manager for selected targets and participating as both a writer and a reviewer.

Establish and maintain strong relationships with customers, potential customers, teammates and potential teammates

Develop and manage an annual training plan for the organization

Coordinate and work closely with other DCS Operational Managers and Corporate Finance, Facilities, Security, Human Resources, Corporate Development, Contracts and Information Technology to achieve organizational goals and performance.

Required Skills:

Due to the sensitivity of customer related requirements, U.S. Citizenship is required.

Bachelor's Degree in a Management, Engineering, or Computer Science discipline. Master's Degree preferred.

15 years of Management Experience. Demonstrated performance leading an organization of at least 25 employees and preferably more than 100. Demonstrated leadership, management, and profit/loss experience with US Air Force and/or US Navy customers. Ability to lead and manage across a geographically dispersed operation is required.

Familiarity and Experience in the DoD Industry (USAF, USN) technical Advisory and Assistance Services and/or software product development supporting US Air Force and/or US Navy acquisition program executive offices, program/product management offices, and/or research and development centers.

Desired Skills:

Familiarity with current and emerging software-related technologies and practices including cloud development, Agile methods, model-based systems engineering, Earned Value Management, and open systems architecture

Familiarity with back-office tool suite including HRMS, Deltek, Cognos, Sales Forecast Tool, Pipeline Tracking Tool, and Taleo (or other organizational equivalents)

Knowledge of and experience with US Navy and US Air Force markets including NAVAIR, AFLCMC, NAVWARSYSCOM and/or NAVSEA

Proven performance in business development to include capture planning/execution and proposal management/writing.

Strong background in and understanding of software system development and test. Experience in software proposal/ Basis of Estimate development is desired.

Excellent communication and interpersonal skills.

Excellent time management skills.

Proven ability to manage and lead others.

Ability to obtain SECRET clearance. TOP SECRET preferred.

Location: Lexington Park, MD (preferred) or Nashua NH.
