Responsibilities

The Department of the Interior:
  • *Manages one in every five acres of land in the United States.
  • *Operates more than 800 dams and irrigation facilities.
  • *Oversees water projects that irrigate lands generating 60 percent of our Nation's vegetables.
  • *Manages lands and waters that generate one-third of the Nation's domestic energy supply.
  • *Undertakes research and provides scientific information to advance our knowledge of our surroundings.
  • *Serves American Indians, Alaska Natives, and affiliated island communities.
  • *Works with States to restore abandoned mine land sites and protects communities.
  • *Manages 388 national park units and 542 wildlife refuges.
  • *Employs over 75,000 individuals at approximately 2,400 locations across the United States, Puerto Rico, U.S. territories, and freely associated states who work with thousands of state, local, and public interest groups to help cities and towns address their natural resource needs.

Information Technology (IT) Leadership:

This position provides national executive leadership for consolidating existing computer rooms and data processing centers, which historically have been independently operated and managed by the Bureaus and Offices of the Department of the Interior. The position also has oversight responsibilities for coordinating the development of proposals and studies to determine the appropriateness of migrating legacy custom software applications and data to Internet Cloud providers.

The incumbent establishes strong working relationships with all Offices and Bureaus in the Department as well as its client agencies. This is accomplished by documenting customer service requirements and developing systematic approaches for monitoring and evaluating operational performance. User and customer requirements are documented in written Service Level Agreements (SLAs) which function as contracts between the OCIO as a service provider and the customers and users of Information Technology who execute the missions and programs of the DOI.

Policy:

Identifies policy needs from which he/she designs, coordinates, and implements Department wide operational policies. The incumbent evaluates the quality and resultant effectiveness of IT policies, procedures, and governance methodologies which ensure cost efficient Information Resources Management (IRM) asset Operation and Maintenance (O&M).

Technical Architecture:

The incumbent oversees the long term operation and maintenance of those components and items commonly associated with the Technology layer of the Zachman Modeling Framework of an Enterprise Architecture. These include systems, infrastructure (technical assets), and data. The position is responsible for defining standards-based IT architectural implementations that will meet the operational mission requirements of all DOI Bureaus and Offices.

Planning:

This position is responsible for directing all planning activities for the Office of the CIO Enterprise Services program. The incumbent develops an IT operational mission statement from which he/she develops a five year strategic plan and annualized tactical plans which include goals, objectives, milestones, and task definitions. These are used to form the basis of organizational structures, staffing levels, priorities, budgets, workforce development and training plans, performance standards, and accomplishment assessment and reporting methodologies.

Consultation:

The DCIO-ES advises the CIO and Deputy CIO as appropriate on all matters of significance for proposed or evolving events, tasks, and any other existing or potential issues by rapidly providing clearly summarized assessments and recommendations for decisions in routine, non-routine, critical, sensitive, and controversial situations. The incumbent advocates innovative uses of technology to ensure implementation of sound and effective communication over extremely long distances and large geographic scales covering remotely dispersed areas often having limited access.

Security:

As the Deputy Chief Information Officer for Enterprise Services, the incumbent has direct responsibility for ensuring operational compliance with OMB Circular A-130, the Computer Security Act of 1987, the Privacy Act, the Paperwork Reduction Act, the DOI IT Security Plan (ITSP), and other security-related laws, regulations, policies, and procedures, either existing or forthcoming. These responsibilities are applicable to all DOI operated General Support Systems and software application systems nationwide.

This is a Category 4 position.

As a basic requirement for entry into the SES, applicants must provide evidence of progressively responsible executive leadership and supervisory experience that is indicative of senior executive level management capability and directly related to the skills and abilities outlined under Executive Core Qualifications and Technical Qualifications listed below. The ideal candidate will have experience supervising employees through subordinate supervisors and have experience hiring, developing, and evaluating employees. Typically, experience of this nature will have been gained at or below the GS-14/15 grade level in the federal service or its equivalent in the private sector or non-governmental organizations. Failure to meet this basic qualification requirement and all executive and technical qualification factors automatically disqualifies an applicant.

Applicants who meet all the mandatory executive and technical qualifications will be evaluated by a panel of SES members to determine the degree to which they possess each of the listed qualifications. This evaluation will determine which applicants are best qualified. Total background, including experience, education, awards, self-development, and training will be reviewed. 3. Demonstrated experience managing software applications in support of mission critical business operations to include mainframe, distributed and web-based commercial-off-the-shelf (COTS), and custom applications.
