Summary

The purpose of this position is to serve as the Director of the Office of Trade-Finance. The incumbent advises, shares responsibility and participates with the Deputy Assistant Secretary for Investment, Energy, and Infrastructure in developing, formulating and implementing specific policy objectives concerning international trade finance.

Responsibilities

The principal advisor to the Deputy Assistant Secretary for Investment, Energy, and Infrastructure on matters concerning trade finance, the incumbent develops. initiatives, recommends policies, and advises top-level Treasury Department officials on matters concerning trade finance and the operations of the Eximbank, the CCC, AID, MARAD, DOD and TDA as they affect the international economic responsibilities of the Treasury Department. Also advises top-level Treasury officials on legislative proposals, Congressional testimony, and administrative actions relating to international trade finance.

Provides Treasury Department representation at weekly meetings of the Eximbank Board of Directors and at U.S. Government interagency discussions on the formulation of trade finance policy objectives, strategy and tactics.

Oversees the formal review of Eximbank credits and guarantees and CCC credits at the weekly meeting of the National Advisory Council on International Monetary and Financial Policies (NAC). Review by the NAC assures that proposed CCC credits and Eximbank credits and guarantees are extended in a manner consistent with U.S. Government foreign and economic policy objectives. The incumbent ensures that issues of concern to Treasury are raised and brought to the attention of (1) senior Treasury Department policy officials; (2) senior officials of the Eximbank, the CCC, the State Department and other agencies as appropriate. In this regard, the incumbent provides policy guidance and recommendations to these officials.

Provides Treasury Department representation at senior-level meetings that involve representatives of the U.S. and foreign governments and international organizations. Appears before business and professional groups as required to integrate their views into international trade finance policy-making. Presents and supports initial U.S. Government/Treasury positions on trade finance issues and uses reactions received to formulate possible policy alternatives and recommendations to senior Treasury officials.

Constantly evaluates/monitors international organizations' trade finance policies/programs, notably the OECD Arrangement on Guidelines for Officially Supported Export Credits., and the export credit policies and practices of major trading countries. Director is responsible for recommending USG international policy initiatives, developing a negotiating strategy, negotiating international trade finance agreements (as delegated by the Deputy Assistant Secretary for Trade and Investment) and implementing/enforcing these agreements.

As these agreements include concessional financing (e.g. aid financing) as well as official export credits on market related terms. The Director evaluates the relevant programs/policies of the OECD Development Assistance Committee. Also monitors and advises on export credit issues raised in other international forums, as appropriate, such as the Bank for International Settlements, the United Nations Conference on Trade and Development, Food and Agricultural Organization, and the World Trade Organization.

Monitors U.S. Government export financing programs for compliance with the terms and conditions of international trade finance agreements.

With respect to all policy issues under his/her purview, the Director maintains close, effective, responsive liaison with the relevant private sector groups affected by U.S. Government policies and policy decisions. The Director also maintains effective contact with senior trade finance officials of foreign governments and international organizations. These contacts are an important subset of the Director's representation duties.

Prepares speeches, reports, briefings, information and decision memoranda and correspondence for the use of senior level officials of the Treasury Department.

The Director is fully responsible for managerial, supervisory and administrative functions of the Office of Trade Finance. This includes:
  • Supervisory work;
  • Evaluating employee performance;
  • Recommending promotions and other personnel actions;
  • Career development; and
  • Recruitment and initial evaluation of applicant for professional and administrative positions.

    Qualifications

    To meet the minimum qualifications for this position, candidates must possess specialized experience at a senior level which demonstrates ability to perform the duties described above; including progressively responsible supervisory or managerial experience demonstrating ability to manage people and resources. Candidates are strongly encouraged to address each Executive Core Qualifications (ECQ's) and Mandatory Technical Qualifications (MTQ's) separately. Candidates who choose not to address both the ECQ's and MTQ's separately will not be disqualified; but must ensure their resume addresses each sufficient for evaluation. Your responses and/or resume must demonstrate possession of these qualifications; typically acquired through education, experience or training, and reflect progressive development and achievement in managing the business operations of a large organization. Please provide examples that are clear, concise, and emphasize your level of responsibility, the scope and complexity of programs managed, program accomplishments, policy initiatives undertaken, and level of contacts.     MANDATORY TECHNICAL QUALIFICATIONS (MTQs): The MTQs describe the necessary technical knowledge, skills, and competencies needed to successfully perform the duties of this position. Experience must have been at a sufficiently high level of difficulty to show clearly that the candidate possesses the required professional and technical qualifications and core qualification set forth below.     MTQ 1- Thorough understanding of and extensive experience in U.S. Export-Import Bank (EXIM) oversight, including reform and reauthorization efforts

    MTQ 2- Expert technical knowledge and fluency with international disciplines on official export credit provision.

    MTQ 3 - Extensive, diversified experience in conducting market, financial, or economic analysis or studies and communicating the results to senior officials or decision makers.
